This section of the report offers recommendations on the design and construction in such a manner so that there exists suitable provisions in relation to the timely warning of fire accidents, and safe routes for escape of the occupants. The basic idea behind designing the means of escape routes in a dwelling are that there should exist more than one escape routes and where direct escape is not possible, it should be feasible to arrive at a place of relative safety. Rapid and safe evacuation is anther significant issue which at times may clash with the fire fighting activities.
The next concern in this section is the role played by alarms. Smoke alarms or automatic fire detection alarms provide high levels of safety to the occupants from fire accidents. It is suggested that the fire alarm systems should be in accordance with the relevant recommendations of BS 5839-6:2004 to at least a Grade D Category LD3 standard. In case of a sheltered dwelling, the fire detection systems should have an efficient connection with the central monitoring point in the house. This is in order to help detect the fire at the earliest and notify o the situation to the fire fighting department and near by dwellings as well.
Here is a common recommendation in the case of design and installation of smoke alarms in the houses. The detailed guidelines can also be found in the BS 5839-6:2004. places in the house which are the circulation spaces between the bedrooms and kitchens and living rooms should be the place to install the fire alarms since they are the most probable places of fire accidents. It is important that the second story of the dwelling should also posses a fire alarm systems. In this case, since the kitchen is not much distant from the circulation room or area, a fire alarm should also be present in the kitchen to spot when ever temperature rise or smoke id detected.
