The Qatari In Indy (QIN) Constitution and By-laws Article I. The Qatari in Indy Club Qatari In Indy (QIN) shall be an official club that represents the Qatari students in the state of Indiana. QIN shall include students in the cities of Indianapolis, Bloomington and Terre Haute. Qatari In Indy is the official club of Qatari in Indiana, USA. It is a part of the Qatari Student Association in the USA, but does not represent the entire USA student population. Article II. Purpose, Mission and Goal The purpose of the Qatari In Indy (QIN) of Indiana, USA shall be: 1. To promote the Qatari culture to the students. 2. To help both new and current Qatari students with familiarization of the city and its services. 3. To organize events that will introduce the Qatari culture to the other non-Qatari students in Indiana. Mission: The mission of Qatari In Indy is to introduce both Qatari and American cultures to each other, and knowing their cultural aspects. Goal: Qatar In Indy club shall be founded by Qatari students in Indiana, USA and aim to reflect positive images and attitudes of citizens from Qatar and Gulf (Kingdom of Saudi Arabia, Bahrain, Kuwait, Oman and United Arab Emirates) who are currently studying in USA (Indiana) by organizing events and achieve it through social media or website to help everyone. Qatari In Indy (QIN) club events and promotion shall abide by the policies and procedures of the Indiana University-Purdue University, Indianapolis. Article III. Affiliations Qatari In Indy club shall follow the Islamic and Qatari principles in the organization of events or activities, such as respect for all peoples religions, gender and nationalities and shall not offer alcoholic beverages in any event or activity. The Qatari in Indy club shall abide the Indiana University-Purdue University, Indianapolis policies and procedures in every event or activity that shall be organized. Article IV. President, Board Members and Officers Qatari in Indy club shall establish the following officers: 1. Qatari presenter (President) - shall be voted by the board members each semester and must be a Qatari student in Indiana, USA. He/She shall be responsible for the events organized by the Qatari in Indy club. He/She shall update and inform the QIN advisor about upcoming activities and events organized by the club. 2. Board members - shall be from Gulf countries and sixty-percent of the board members shall be from Qatar. 3. Officers - shall be organized and named by the President, their titles shall be official and known, and announced in the QIN website or social media for public information. Article V. Membership Students in state of Indiana, USA are eligible to be volunteer members in Qatari in Indy club, and they shall follow the club principles and policies by signing disclaiming agreement between the Qatari in Indy club and the volunteer. Membership in this club is open to all students agreed on the above criteria, irrespective of race creed, color, gender, class, age, nation of origin, nationality, disability, marital status, religion, veteran status, or sexual orientation. Article VI. Elections Election of the president and officers shall be held during the the first three weeks of each semester, based on the old board members committee of the Qatari in Indy club. The new president is responsible for the announcement of the new election results, and the number of votes shall be announced based on the votes gathered by the candidates during election. Article VII. Meetings Official meetings of the club shall be held within the premises of the university campus. The QIN secretary shall notify all club members of the meeting time, location and agenda of the club. Article VIII. Internet and Social Media Qatari In Indy club shall have www.QatariInIndy.com as its official website and shall be used to record and announce its upcoming activities and other relevant information helpful for students. This website shall not be used for personal matters nor violate the club policies and principles. Qatari in Indy club shall be available in social media under the name of @QatariInIndy in Tweeter, Instagram, Facebook, Youtube, Snapchat, soundcould and Pinterest. Article IX. Events and Activities Qatari in Indy club shall follow the Islamic and Arabic principles in its activities and events, such as treating people equally irrespective of race creed, color, gender, class, age, nation of origin, nationality, disability, marital status, religion, veteran status, or sexual orientation. Also, there shall be no alcoholic beverages served in activities or events and shall provide halal food. By-Laws Article I. Name Qatari in Indy shall be the formal name of the club for Qatari Students in Indiana, USA. The club shall have an official logo and it shall be visible in all activities. Activities with no visible QIN logo shall be considered unofficial. Article II. Purpose The Qatari in Indy shall abide the Indiana University-Purdue University Indianapolis policies and procedures.  The Qatari in Indy shall accomplish its mission by introducing both Qatari and American cultures to each other, and knowing their cultural aspects.  Article III. Membership A. Members: 1. The boards and members of this Qatari in Indy shall be currently enrolled students at Indian State in USA. 2. Students shall become members by invitation, active participation or application. B. Privileges and Responsibilities of Membership: 1. Voting:  Each member shall be entitled to one vote. 2. Privileges:  Each member shall be entitled to all services of the club. 3. Participation:  Each member shall be entitled to participate in all club events. 4. Responsibilities:  Each member shall follow the instructions given to him/her by the president or the officer in charge of organizing any QIN event. Article IV.  Membership Meetings A. Meetings of all QIN members shall be held within the premises of the university. Notification of the meetings shall be sent by the QIN secretary prior to the meeting. B. The QIN President or QIN officers may call other meetings. Article V.  Officers A. Titles: shall be approved by the QIN President B. Qatari in Indy shall have the following officers elected from the current members or previous board members: 1. President 2. Vice-President 3. Secretary 4. Treasurer 5. Advisor (University Instructor) C. Qualifications: 1. The President shall have been elected to the club and serve a full academic semester. 2. The other officers must be current QIN members , and new members can elect themselves to be voted for the new position if they are qualified. D. Duties of Officers: 1. The President shall preside at all meetings and be responsible for appointing all standing, special, and ad-hoc committees and shall perform such other duties as required of this office. 2. The Vice-President shall act in the absence of the President in all capacities as listed above and shall assist in conducting the business of the club. 3. The Secretary shall record and know the club activities a prior of time to deliver it to the officers. 4. The Treasurer shall provide the budget for any event or activity, and shall keep and record all the payments list. 5. The Advisor is a university instructor, and shall be notified about all planned events and activities for advice and approval. E. Terms of Office: 1. Officers shall be elected every semester by the members during one of the regular meetings. Elections shall be by ballot and a majority of the votes casted shall determine the winner. 2. Each officer shall serve a full academic semester and may be re-elected consecutively to the same office for an additional one-year term. F. Vacancies and Removal: 1. A vacancy in the office of the President shall be filled by the Vice-President unless he/she is unable to serve, at which time the vacancy shall be filled by election of the members by a majority of votes cast. 2. A vacancy in the office of the Vice-President shall be left vacant with the President delegating the duties of that position to other members or officers. 3. Any officer, including the President, may be removed from office or suspended from office by a vote of two-thirds of the members at a regular meeting. Removal or suspension may be with cause.  The person under consideration shall be given an opportunity to be heard at the meeting with sufficient notice of the proposed removal or suspension, the person under consideration shall not be counted in determining the presence of a chorum not whether the required two-thirds vote has been obtained. Upon a vote of removal or suspension of the President, the Vice-President shall preside at the meeting. Article VI.  Committees The QIN President, subject to the approval of the club, shall appoint such standing, special, or ad hoc committees as may be required by the by-laws, as he/she finds necessary. Committee members shall be appointed by and responsible to the QIN President. Article VII. Parliamentary Authority The rules contained in Qatari in Indy club and followed by Indian University-Purdue University Indianapolis policies of students activities, shall govern the club in all cases to which they are applicable and in which they are not inconsistent with the by-laws or the special rules of order of the QIN club. Article VIII.  University Policies This club shall abide by all applicable policies instituted by the Indian University-Purdue University Indianapolis. Article IX.  Amendments These bylaws may be amended by a vote of two-thirds of the members of the QIN club present at any regular meeting or at a special meeting called for that purpose.
