Proposal Paper on Deca Commissary Sign in Procedure Introduction The purpose of this proposal is to introduce an electronic system of sign in policy to start working. The policy will ensure high security and efficiency and reduce the honor system. Insecurity has been rampant in the commissary, in which case it has had to endanger the lives of members in the commissary. Improving the security issue by having the swipe card that records time in and out signing in procedure and capturing all the data of the entrant to work is quite significant. Unlike the honor system that does not have strict enforcement rules governing the principles, the electronic system will ensure there is a strict regulation that governs the principles. There will be also an enhancement of recognition as all the people that will be signing in, the system will contain their data, and hence, improve the efficiency and security at Deca commissary (Markel, 2012, p. 184). The electronic system of signing in to work will promote the professional growth at the Deca commissary. For instance, the system, such as the Defense Enrollment Eligibility Reporting System will go a long way in verifying the status of all the people or customers, and hence will grant them the access what is in the commissary, such as the promotional prices. This, in essence, will boost the professional growth of the commissary. The system will ensure there is no going against the policy, hence, promoting the professionalism of the commissary. The electronic system will also ensure those entering the commissary ensures they uphold professionalism. Furthermore, the electronic system of signing-in will ensure there is the connectedness of all the departments and employees within the commissary. This is possible by having the data time of each department and employees, and hence, it will be easy to have the data of all employees through electronic means. Therefore, this paper will embark on the problems of the current honor system of signing in and the possible solutions unto them. Problems of the current system of sign in There exists several problems of using the current system of signing in, in which case it entails writing down time in books, especially when writing the time of entering the commissary and time of leaving the commissary. One of the problems that such a system poses is the security threat. Security is remarkably crucial for all the employees that work in the commissary, including the whole of commissary and its properties. Using books to register the names and times of the employees going to work will not guarantee enough security, as not all the people that sign in to the commissary are genuine and true. The other issue is that the honor system will not ensure that all the people that enter the commissary checked to verify the honesty, and hence, it allows the system cheated, in which case it pose a security threat as the person’s time is not identifiable. In addition, the system of using books is wearisome when one is making some audits and analysis, which, in essence, raise the likelihood of not learning about the violator. This system also allows random checks of the entrants whether they are in compliance. This will only allow few employees to undergo checking of their time, and the rest will likely go away with violation, which increases insecurity. The lose will, therefore, be high in dealing with the honor system (Markel, 2012, p. 184). The other problem of the honor system is poor recognition of time of signing in to the commissary. Honor system does not promote in any way the recognition of time of a person getting inside the commissary. This is because the employee will just register his or her name and time and any other data, but the system will not recognize his honest, truthfulness and trust. Recognizing is a bit difficult because some employees might just write wrong times, in which case the system will pose challenges in the identification of the employees at the Deca commissary. Therefore, if there were some way of recognizing all the information of capturing the data time of the workers then it would be quite easy to identify and locate the time the person signed in to works (Markel, 2012, p. 184). The current system of signing in also does not ensure there is professionalism in the commissary. This is because it is an old system way of signing in and capturing the data time of the workers. The concept of this system can make someone be in a dilemma whether to obey the honor system or not, and this is especially when one is late, has some hidden mission in the commissary, wants to evade duties, and maybe when a person cause some problems inside the commissary, which implies they might lie about time. This system also promotes the laziness and even destructive behavior amongst the workers. It is quite inconsistent to seek that people honor the system by, say, them writing down the times in a book or writing down the time of entering in and out of commissary, without even having some law that one must obey. Therefore, such a system will not promote professionalism rather it degrades the person’s professionalism including that of the whole commissary. Another problem that the current system of signing in policy lacks is the connectedness. There is the problem of having connection of various workers at the commissary when the system of the honor system is in use. This is because it calls for those who are dealing with the administration of the policy to look for some workers, and this is by walking all round the commissary whenever there is some urgency to put down their times they require. Honor system, therefore, do not promote connectedness and hence, this system needs replacement for a new system that improves connectedness in the commissary. How Electronic Systems of Signing In to Work Will Solve the Problems Having the policy of electronic system of signing in to work offers an exciting opportunity to the Deca commissary. This is by improving security and the efficiency of workers when they are signing in to work at the commissary. This system of signing in is quite advance because it entails the introduction of swiping of cards, in which case the worker walks past the door or gate or any other entrant he or she swipes the card at the system and immediately logs in the time that the worker came in or left. It also provides details. Electronic system will promote security unlike the honor system of signing in commissary. In this system, all the workers will have to swipe a card to the system, in which case it provides the time of the worker and any other person that has some functions in the commissary. In addition, there will be not overcrowding at the entrance by having many people who are trying to register, and this is especially when there are a small number of writing materials. Electronic system, hence, offers the best opportunity to curb instances of insecurity in the commissary. This system will ensure that all the workers at the commissary enjoy enough security and hence, their work will be smooth whenever they are inside the commissary (Dempsey, 2010, p.74). Having an electronic system of signing in to work will boost recognition of the employees and all within the whole commissary. Chances that all the workers will be recognizable easily will be high whenever they sign in to work at the commissary. It will be quite easy to know the time of signing in by all the departments and all those who are working over there. If there would be such a policy to change the system to an electronic system of signing in to work, it will enhance recognition to an advanced level. Those workers who are fond of cheating will not try at all because the electronic system will get hold of them. Furthermore, the commissary will get the boost of recognition as the institution that embraces technology in their services. For instance, the department of defense may ask customers to check their local commissaries with the stores. Here, only the recognized customers will have the chance to check (Nemati, 2011). Electronic system of signing in to work will improve the professionalism of the workers and the whole commissary. People will not cheat as they sign in to commissary. Electronic system will make the workers know about technology by using electronic materials at hand. This new system does not render one into dilemma, including the fact that the system will be an efficient method of signing in to work at the commissary. The users will not delay in signing in, as all they need is to swipe a card into the system, and everything will be okay. In addition, all the workers will have some cards in which case they only need to produce them whenever the commissary requires. The electronic system use will make the workers to professionalism, and there will be professional experts that deal with use the maintenance of the devices. It does so because it makes the works easier to use and revolutionize the way people come to work at the commissary. The electronic system of signing in to work improves the connectedness of the workers in terms of signing in time and the whole commissary as a whole to others. The organization will be likable by terribly many people due to the technology it has, plus the fact that it provides efficiency in their institution. Having the electronic devices that contain all the data time from the institution will enhance time connectedness of the employees more than any other time. The workers, employers and the community will connect especially by enjoying the efficiency of the institution in signing in and having their services dealt with efficiently (Nemati, 2011). Implementation For this proposal to sail through and function in the commissary, the whole employees of the commissary who value security, professionalism, recognition, and connectedness ought to support this idea. The management of the Deca commissary ought to set enough finance to kick-start the project of having the electronic system of signing in to commissary. Deca commissary will have to employ the professional who are able to install the electronic devices, in which case this will require extra time, extra work, and extra personnel that the institution will hire. In addition, there will be efficiency of time as there will be no workloads to work when the workers are signing in to work and also when the commissary are trying to analyze some data involving the punctuality of employees. Whenever there is any analyzing of data time, the electronic device will just be set to give the information while the experts will go ahead to work on them. The extra personnel that the commissary will employ will be only the professionals well acquaint with the technology of installing the electronic system of signing in to commissary (Bajenescu & Bazu, 2010). Who will benefit? All the employees of the Deca commissary, the management, the customers among others will benefit from the electronic system of signing in to work the commissary. In addition, the management is much positive about the planning of the budget, and they are willing to set a sizable amount of funds in the coming budgetary allocation. Furthermore, the security personnel will not have a difficult time in administering their services and implementing the law. In conclusion, this proposal in vital and needs a lot of support for Deca commissary to improve in security, professionalism, connectedness and recognition amongst others. It is, therefore, the responsibility of each member of Deca commissary to give support to this proposal as it goes along the way in promoting the services of the workers, management, and the whole community in general.
