Development of Staffing Management Plan al Affiliation Complete a Responsibility Assignment Matrix A responsibility assignment matrix (RAM) is utilized in graphical display of the sort of resources available in a project. A RAM is typically illustrated as a chart whereby resource names are listed in every row while the Work Breakdown Structure (WBS) components and project phases are listed as columns. Names of the project team members may also be used in the RAM construction. The indicators at the row and column intersections depict where the resources are required.

There are different approaches of developing the RAM depending on the requisite level of detail. One RAM may be developed to illustrate the project phases only, while another may be developed to illustrate level-two WBS components, in the case of a complex project, whereby additional RAMs are subsequently constructed for the extra WBS levels. The third approach entails the construction of a RAM that comprises of level-three components only. The table below shows a responsibility assignment matrix (RAM) that is based on the Gauchito rocket project specifications.

The table follows the RACI chart type of RAM. In this RACI chart the level of accountability for every project team member is depicted. The acronym RACI designates as follows: R denotes responsible for executing the job. A denotes accountable, and denotes the resource person responsible for delivering the work package and endorses or signs off the work. C denotes consult, and denotes the resource person who delivers their contribution to work-related decisions. I denote inform, and denote the resource person who should be informed regarding the work-related decisions or outcomes (Verma, 2009).

It must also consist of a description of levels of authority, responsibilities, in addition to what work should not be incorporated as a constituent of the role.

The definition of responsibility entails a description of the work that is requisite in completing the activities of the project (Sparrow, 2011). The table below describes the roles and responsibilities of each job position in the project. Executive Project Sponsor Roles and Responsibilities Commissioning the delivery of the project. The holder of this position is required to provide guidance in defining the project in conjunction with the project manager. The holder of this position is expected to guide the project in regard to its diplomatic areas. 1. Held responsible for the delivery of projected benefits connected with the project. 2. Guarantee resolution of concerns raised by the Project Manager or the Configuration Control Board. 3. The holder of this position should sponsor the communications program 4.

Communicates the goals of the program to the entire organization. 5. Makes critical organizational/commercial decisions on behalf of the project. 6. Guarantees availability of necessary project resources. 7. Endorses the budget and establishes tolerances. 8. Heads the Project’s Steering Board. 9. The holder of this position is the final authority and responsibility in the project. Program Manager Roles and Responsibilities The holder of this position, in conjunction with the Project Sponsor, is responsible for developing, the definition of the project.

The Project Manager should guarantee the prompt delivery of the project, in conformity with the budget, as well as the requisite quality standards according to specifications. He/she ascertains that the project is adequately resourced and directs relationships with all project stakeholders. The Project Manager is responsible for overseeing the work of consultants, allocation and utilization of resources in a well-organized manner and sustains a supportive, enthused and successful team. Risk Manager Roles and Responsibilities The role of this position entails determining how significantly the project schedule may be affected in the event of risk events.

The risk manager is responsible for determining the feasibility of budgetary allocations in regard to risk management and mitigation. Identification of critical risks and provides risk management resources to facilitate identification of risks and contingency planning for the project. Test Engineer (Rocket Scientist) Roles and Responsibilities The role of this position entails reviewing of test specifications. Development of product test plans and identification and procurement of test equipment as required.

The holder of this position is responsible of interfacing with local Project Managers and global customers. Ensuring compliance to NAR procedures and guidelines, taking part in design reviews, and sustaining lab accreditation efforts. Structural Draftsman Roles and Responsibilities The role of this position is structural design. The holder of this position is responsible for drafting all the necessary engineering plans in addition to other duties as allocated. Painter II (Supervisor) Roles and Responsibilities This position is responsible for the preparation of all surfaces prior to painting.

Ensures proper application and adherence to surfaces of all kinds. Responsible for checking the condition of woodwork, reporting any carpentry needs, clean-up, and ensuring completeness and customer satisfaction with assigned projects. Painter I Roles and Responsibilities The role of Painter 1 is to perform technical work such as scrape, sandpaper, prime, or seal surfaces before painting. The Painter I should have the ability to mix, match, and apply paint, varnish, shellac, enamel, and other finishes.

The Painter I is expected to clean and take care of brushes, spray guns, and other equipment. Sander I Roles and Responsibilities This position entails machine or hand sanding any surface until surface is smooth, in addition to applying filler compound to surfaces to seal wood. Sander II Roles and Responsibilities This position entails machine or hand sanding to “fine” specifications. The holder of this position is responsible for selection of proper “grit” sandpaper and or sanding appliances.

Verifies adherence to requirements using applicable tools and or experience. Gluer / Assembler Roles and Responsibilities This position entails application of glue between seams in order to bind parts wooden of rockets or other items to make them airtight by either of following methods: (1) Guides gluing tool that automatically forces gluing material into seam. Fills glue runner (funnel) with glue and guides runner along the seam to fill seam with glue. Removes excess glue, using scraper or towel.

Cutter Roles and Responsibilities The role of this position is cut read and interpret simple instructions. The Cutter is responsible for cutting out, with an appropriate tool, any patterns; within one-millimeter of specifications. The cutter is also responsible for other duties as allocated. Address Training Requirements, Should Staff Not Have the Required Skill Sets In contemporary times organizations are shifting from the convectional classroom-oriented style of instruction to training their human resources through web-based training.

In the event that the Project deems it necessary to upgrade its human resources’ skills it will embark on corporate web-based training. This would be beneficial to the project since it would lessen the need for travelling and allow workers to train on-the-job. This would also ensure that employees acquire the appropriate knowledge and tools to carry out their jobs ingeniously and effectively (NetDimensions, 2012).
