Rationale and Analysis for HUD Agencies Introduction The housing and urban development department was created in the year 1965 by the HUD Act signed by Lyndon Johnson (United States, 2013 p. 14). It clearly spelt out that the housing and urban development department was to be formed and enacted by November 8. This was not to be later than 60 days after the enactment date. However, the implementation was actualized on 13th, January 1966 after the postponement that was meant to create room for the completion of a report by a special focus group.

This focus group was charged with the responsibility of defining the federal role concerning urban problems solution. Currently, the agency is being administered by Julian Castro, who is the U.S. secretary of the HUD agency since 28th July, 2014. According to United States (2013), there are some Key Historical Events of the Agency since its formation in 1965. The table shown below summarizes the date an important enactment was made and its function. These are as tabulated below. Date Achievement Function 27th June, 1934 Creation of Federal Housing Administration (FHA) Providing mortgage insurance on loans by lenders who are approved 1st September 1937 Creation of the U.S. housing authority Enactment of the clearance projects targeting slums and building of low rent houses 27th July, 1947 Creation of housing & home finance agency (HHFA) 3rd, February 1938 Signing of the national housing act in to amendment Provision of secondary market to FHA 15th July 1949 Enactment of housing Act Slums eradication, promotion of community development and er-devepolemnt initiatives and programs 23rd September 1959 The Act allows for distribution of funds for the older housing 10th August 1964 The 1964 Act was instituted   Mission The mission statement summarizes what is entailed in the HUD department with well spelt out and articulated cut outs that enable its operations.

The mission is spelt out as shown in the paragraph below. The mission of the United States Agency of Housing and Urban Development is to create sustainable, strong and affordable, quality and inclusive communities homes for all. This agency is working towards ensuring that the housing market is strengthened (Senate Report, 2013). Objectives/Aims The HUD agency has clearly stipulated objectives that aid in its delivery of services and include the following: Protecting the consumers and bolstering the economy.

It seeks to meet the demand for affordable and quality homes. It endeavors to make good use of housing as an avenue to improve the quality of life. It undertakes to establish sustainable and inclusive communities devoid of discrimination. It works to ensure and guarantee transformation of the way HUD carries their business operations. Agency Functions According to United States (2013), this federal agency is principally charged with the responsibility of programs dealing with national housing demands.

It also ensures that the housing opportunities are fair and that the nation’s communities are developed and significantly improved. This agency was created to undertake the following functions: i) Administration of principal programs The agency seeks to ensure that the principal programs of the department are administered with the objective of extending assistance on matters pertinent to housing. The agency further provides assistance when it comes to national communities’ development. ii) Housing solution The agency partners with localities and different states in its quest to promote community development and housing.

These partnerships ensure that service delivery is effective, fast and efficient and is done in accordance to the clearly stipulated mission and objectives. They tap the power derived from synergy. iii) Maximum contribution Another important function of the agency is to promote optimum contribution through mortgage lending firms and rigorous private-based homebuilding. These may be in the secondary or primary capacity as is geared towards community development, housing and by extension, national economy.

The idea here is to cater for the low-income earners who cannot afford quick housing solutions and would, therefore, embrace such solutions. Agency News There are two crucial events that are highlighted by the agency to ensure its operations. These come by way of agency news and are as follows. Expansion of Operation The agency has witnessed profound expansion and still continues to do so as a way of catering for the rapid growing population that overwhelmingly cannot be catered for by the existing housing opportunities.

It therefore in the best interest of the department to ensure that housing objectives are duly met with utmost reliability and efficiency. Creation of Employment There is gross unemployment especially among the youth. The agency has absorbed a lot of such young citizens in the economy by offering them various jobs ranging from simple to sophisticated jobs. Employment has for the last decade been a force to reckon as youths take to the streets to join crime oriented activities. Rationale for Selecting HUD Agency of the United States i) Low income households This agency is very suitable for low income individuals and households as long as they are eligible and can be good tenants.

This is because the public houses range from small to big sizes and different types. ii) Mortgage insurance loans The agency can extend affordable mortgage insurance loans to potential house owners from the approved agencies in accordance to the Act (United States, 2013, p.23).  References Top of Form Top of Form United States.
