There is an urgent need to develop the concept of the Old Cross Fitness Centre with an emphasis on fitness. This need stems from the recent medical report that highlighted Newtown, particularly the Old Cross district as the least healthy area within England. This made the Newtown Council form a group comprising members of the Local Area Health Authority, Social Work, and Leisure and Recreation and it was decided to make a concerted effort to alleviate this problem. From the previous football focus of the Old Cross Fitness Centre, it will now become the sports for all for the New Cross Fitness Centre.

The value management will not only address the need for a fitness program for the Old Cross District of Newtown but also the low employment rate in the city. The low employment rate in this area is already resulting in a lack of self-respect among some, particularly the younger male members of the community. This is brought about by change from heavy engineering to basically light assembly and service sector work. Much of the female workforce is employed in a number of call centers that have opened in the area.

In order to conduct this value management/value engineering of the New Cross Community Fitness Center, some information, data, and materials are gathered. These include the brief of the New Cross Community Fitness Center project, a series of interviews with key stakeholders, a draft business plan, and a set of drawings. The brief was issued by the Newtown Leisure and Recreation Committee of the Newtown Council, based on the outline accommodation schedule issued in February 2001. It includes the outcome of discussions and agreements with the Sports Council, the Lottery Commission, the Howarth Trust, the Indoor Tennis Initiative, the National Health Service, the Drug and Addiction Committee, and the KempsieTennis Club.

It contains general design notes, a schedule of accommodation, and performance specifications. The general design notes mention the Disabled Access, Construction Design Management, and the Emergency Equipment and Alarms.
