Operations & Maintenance - Aerial Targets Flight Services Overview The project named ‘Operations & Maintenance - Aerial Targets Flight Services’ has been specifically designed for carrying out sophisticated weapons and war tactics testing operations associated with military operations. The main intention of structuring this project is to provide technical and weapon based support to all possible branches of military forces such as navy, air force or territorial. This functionality of this project will include provision of support towards structuring and development of military and flight equipments such as ‘radars manufacturing’, ‘hostile target selection sequence’, ‘designing of military convoy vehicles’, ‘quality assurance and quality control of weapons’ and multiple more. However, it needs to be affirmed that structuring of such a complex project may require huge amount of investment. Project Details Project name- ‘Aerial Targets Operations and Maintenance Services’ Project description- ‘Testing of military weapons, structuring as well as implementation of military strategies, percipience and development of aeronautical tools’ Project testing location- Eglin AFB base, Florida Estimated project funding requirement- $38.65 billion USD Project dependent variables Designing of isolated areas for weapons testing ($2 billion USD) Availing resource supplies ($600 million USD) Purchase of appropriate armored vehicles ($10 billion USD) Attainment of government licensing ($400 million USD) Designing of effective network and telecommunication setup ($ 7 billion USD) Development of Air explosive weapons testing equipments ($13 billion USD) Training of candidates for flights and other ground military operations ($ 1 billion USD) Weapons Research ($ 4. 65 billion USD) Project establishment tenure -7 years Other rendered services Technical Consultants Military program support Help desk services Information software providers From these above mentioned details, a rough understanding can be attained regarding the costs associated with all the considerable variables of the project. Furthermore, elaborations regarding the training and other operations carried out are mentioned in the later sections of the business proposal. Technical Approaches The entire project has been segregated into multiple technical and management approaches, through which an attempt has been made in order to accomplish the objectives of the proposed project. Identification of Potential Customers The entire project is required to be privately funded and will require potential customers with whom it will be carrying out the business process. In this context, the state government of Florida can be considered as a potential buyer of the military grade weapons manufactured in this project. The concept of niche and regular type customers will be considered for this project taking into consideration of the fact that different equipments will be priced according to their utility and purpose. Apart from this, the US military will be considered as a potential customer of this project. In addition, the project will also keep an option of providing military based training and equipment to all other nations considered as appropriate US allies. Understanding the Needs of the Potential Customers (Pull Strategy) Multiple potential customers such as national governments come up with creative weapon design ideas that suits their needs. This project will also take into consideration of those requirements and design weapons. The details regarding such weapons can be kept safe on request made by the customers. The project will be expecting pull strategy and details concealment policies to be highly appropriate in case of massive military weapon design such as war ships, fighter jets, missiles or close combat weapons. Infrastructure Expansion Eventually with time, this project will look forward to establish its branches in the global market. The prime intention is to facilitate the weapons research and the customer training programs in an appropriate manner. The project management team will also have to keep in mind about the position of other competitors within the global market, which will subsequently add up to their program management and weapons development database list. For instance, this project will be competing against other weapons manufacturer competitors in the domestic markets of Florida such as Keltec weapons or Southern Defense Incorporated (Keltecweapons.com, 2014). Promotional Activities Rather than just focusing on weapons and war equipments development, ‘Operations & Maintenance - Aerial Targets Flight Services’ will also have to lay considerable amount of focus on promoting them. For instance, each and every weapons manufacturer will have to demonstrate their weapons design and functioning for attracting the customers. However, they may face obstacles in terms of selecting the appropriate advertisement media. In this context, the ecommerce websites may act as a crucial resource due to the fact that the manufactured weapons cannot be openly demonstrated on advertisement media such as television or newspapers. Moreover, it also becomes the prime responsibility of this project to present considerable focus on the requirements of the customers. For instance, the project will demonstrate its weapons development and consultation ideas as much higher in comparison to that of the other market competitors (National Defense Industrial Association, 2014). Another effective method of promoting the weapons and the equipment will be through the word of mouth technique. If seen from the marketing perspective, this sort of promotional technique can be considered as tedious but, from the technical perspective, this sort of promotional technique holds high effectiveness in comparison to that of the traditional advertisement techniques. Official party demonstration of weapons and equipments can be considered as a crucial example of such word to mouth promotional technique. In this context, the level of information impartment and attainment of customers’ likeness towards the products and/or services will be much more. In this manner, ‘Operations & Maintenance - Aerial Targets Flight Services’ will eventually hold of a considerable section of the global weapons design and testing market (National Defense Industrial Association, 2014). Integration of Above Mentioned facts for Project Accomplishment Some of the techniques as mentioned above based on which the project named ‘Operations & Maintenance - Aerial Targets Flight Services’ could attain a better hold over the market. However, the above mentioned facts depict about the promotional techniques, which would require the fabrication of multiple other technical aspects that will be required for turning the entire project into a success. The elaborations of these technical aspects have been provided in details in the undermined sections (National Defense Industrial Association, 2014). Establishment of a Testing Facility For the successful accomplishment of the proposed project, testing facility aspect needs to be considered as a mandate. As a result, due considerations will be required about hiring or purchasing large base provided with the condition that it should be located at the city outskirts. Justification to this statement can be provided depending on the fact that since, this project will imply testing of live weapons and training of army troops, it will be mandate that the testing procedures does not lays any sort of negative impact on the civilian population. Initially, the project appears to be prepared an estimate of $2 billion for establishing all the necessity factors that can be associated with the base. In addition, the projects also have to decide whether the entire facility should be self sustained or it should be supported by external supplies. Other important decisions that needed to be taken are regarding whether the research facility associated with this project will be established within the facility or base boundaries for security procedures. Secondly, decisions are also required to be made regarding the type and design of the testing facilities that will be required. For instance, the design patterns of the major weapons testing areas are different in comparison to that of the troops training areas. Housing all such facility under a single base may appear as a tedious effort. Additionally, decision should also be made regarding the storage of weapons and war equipment. The management team will have to make sure that the project base is capable of storing every type of war equipments that will have to be tested as provided by the major clients or as designed within the research facility. The requirement finds high utility in case of housing war tanks and fighter jets or ‘unmanned armed vehicles’ (UAVs). Apart from these aspects, the design pattern of the facility will have to be done in such a manner that it can be utilized as a command facility in case of war situations. This includes storage of adequate amount of flooding and life support amenities. In addition, the facility planning is also required to consider building safe house for the trainee troops. Structuring of Military Training Wings This can be considered as a second most credential responsibility for the accomplishment of the proposed project. Currently, this project has been planned to serve the states and the national governments with the aim of expanding in the global market. As a result, it will be segregating its entire functionality depending on three crucial military wings namely territorial army, navy and air force. Special programs will also be structured for navy seal operations that require intensive training and tactics to maintain its effectiveness. Based on the aforementioned facts that the training programs should be highly covert and conducted as per military protocols. Thus, attaining an appropriate license from the government will be necessary in terms of carrying out effective functionality (Crown, 2014). The below provided list will describe about the types of special training and tactical operations that this project plans of providing the governmental customers. Ground Troops Training List Airborne combat training (paratroopers) Ground vehicle training (tanks, military convoy vehicles, armored vehicles, artillery) Close combat training Covert operations Radio equipment handling Weapons training (guns, motors, heavy fire arms) War scenario simulations Enemy flanking strategic planning Geographic map identification Covert code structuring (cover code provided to army battalions) Equipment repair and assembly training War infrastructure construction Base defense training Intelligence collection Hostage rescue training Site patrolling Target escort training Enemy pursuit training Urban combat engagement and strategy formation training Grounds troops have been always considered as the base of armed military forces. In this respect, the prime responsibility of the program will be towards imparting the trainee military troops with effective infiltration strategies. The above mentioned list projects about the training initiatives that have been structured by this ‘Operations & Maintenance - Aerial Targets Flight Services’ specifically for the ground troops. Options regarding multiple other modifications will also be kept open in case the customer parties (specifically government) demands for special programs for their ground troops to accomplish special covert operations. In terms of funding, it can be stated that that the project will be charging considerable amounts to the government for all the consolidated training it will offer (Crown, 2014). As per the agreement terms, the proposed project will be accommodating a count of 70 troopers in every batch and has planned of charging an amount of US$5 million for imparting appropriate training. In case of ground troops, the training period will continue for a period of 6 months. Throughout the course tenure, the ground troops will be housed within established training camps and will be put to rigorous amount of training depends on the government established standards. As the training tenure ends, every batch of trainees will be appropriately certified and handed over to the government. The charges may go up by certain amount in case of special tactical training requirements. Specific attention will be paid towards the equipment vehicles training and strategy formulation. The programs will be imparting credential technical knowledge to the troops regarding weapons development as well. Furthermore, on a yearly basis, the project will be training a total of three batches and thus in an overall manner, it will expect an annual governmental intake of US$35 million that will cover all the associated training expenses (Crown, 2014). Air force Troops Training List The air force wing can be considered as a legitimate and reinforced section of the armed forces. Accuracy, time boundless, hideousness and precision are considered as associated qualities of air force troops. Considering these aspects, multiple specialized courses and tactical programs have been developed for the air force troops training (U.S. Air Force, 2014). The detailed list has been provided hereunder. Paratrooper deployment training Precision attacks practicing Air combat training Fighter Jets testing programs Survival tactics training in case of equipment malfunctioning within enemy territory Weapons training Special flight training programs (on Specific governmental demand) Impartment of technical knowledge related to airborne equipments Enemy terrorist infiltration program Radio utility training courses an enemy targeting course i.e. Wingman Air refueling training Enemy territory infiltration program Survivor rescue programs Advanced Swimming courses (Sea Survival) Combat rescuer training Pararescue training Special training for weather analysis Urban bombardment training ‘Tactical Air Control training program’ War strategy planning War command structuring and implementation training Structuring of tactical air attack strategy Airborne Operation code structuring Understanding the necessities of the above mentioned air force programs, it can be considered as one of the prime responsibilities of ‘Operations & Maintenance - Aerial Targets Flight Services’. As compared to the territorial trooper training program, the airborne trooper training program will be imparting infiltration training to a maximum of 10 candidates in each batch. Similar to the above case, options regarding multiple other modifications will also be kept open in case, the customer parties (specifically government) demands for special programs for their ground troops to accomplish special infiltration and rescue operations. In a similar manner, the funding patterns for the special programs will also be different (U.S. Air Force, 2014). In accordance with the contract agreement terms, Operations & Maintenance - Aerial Targets Flight Services’ will be accommodating a total of 10 troopers in every batch and has planned of charging an amount of US$10 million for imparting necessary along with certain advanced flight training courses. In comparison to that of the ground troops, the training period for the airborne troopers will continue for a period of 18 months. Throughout the course tenure, the ground troops will be housed near the associated air bases and will be physically as well as psychologically trained under different conditions. The training programs and strategies for this case will also be designed to follow the government established standards. Like in the case of Territorial Army program, the certification for the air force program will also be imparted at the end of the program and the trained troops will be handed over to the government. In a similar fashion as the Territorial Army program section, the airborne training program will pay specific level of attention towards flight equipment utility and precision air attack training. The project will be imparting multiple other crucial trainings in the areas of air rescue and infiltration attacks. Areas such as weather surveillance and radar control will also be provided with specific amount of priority. In total, the project will be housing three batches of candidates and for accomplishing this goal, it will be charging government with an annual intake of US$50 million to suffice all the additional training expenses (U.S. Air Force, 2014). Marine Troops Training List The naval force wing has been into existence within the armed forces of multiple nations. It is also considered to be one of the most technologically advanced war supports for a government as the roles and responsibilities of this military support is more in comparison to that of the other two. Accuracy, defensiveness and time boundness forms the precise qualities for the naval forces. Considering these aspects, certain set of highly advanced training and tactical programs have been strategized to ensure that the objectives of the proposed project are accomplished (U.S. Navy, 2014).
