Comprehensive Protection Plan Introduction The scientific and technological innovation facilitated human race to have a giant leap towards development but it also paved the way for wide spread of international terrorist plots and attacks. The global spread of terrorism created an atmosphere of uncertainty over individual security. Besides, the world is becoming more complex and it force one to accept security services from personal protection agents. So, Comprehensive Protection Plans related to personal security, formulated by government and non-government agencies/service providers gain importance in the unique scenario of security issues. Here is an attempt to create an Emergency plan to protect the client during a terrorist attack. Thesis statement: How to create an Emergency plan which includes Safety and security measures, to protect the client during a terrorist attack. Emergency plan to protect the client during a terrorist attack and the importance of communication with the client, personal security and transportation facilities The threat from terrorism is intruding into the sphere of personal life; the importance of appropriate planning to protect the client during a terrorist attack acquires more significance and scope. In the U.S., several agencies which provide personalized protection to their clients. From the perspective of a personal protection agent, communication with the client, his/ her personal security and transportation facilities is crucial to protect the same. First of all, communication with the client is essential. As the terrorist organizations had acquired organizational skills and sophisticated forms of arms and ammunition, the duty of the personal protection agent is becoming more crucial and critical. During a terrorist attack/insurgency, sharing techniques and security measures related to inter-personal and intra-personal communication is essential. But, during an attack, there is less chance to share all the information related to personal security. So, one must keep all available sources of communication at one’s reach because a terrorist attack can happen at any place, any time. Besides, training sessions and mock- drills can equip a client (from the perspective of a personal security agent) to keep oneself away from an unforeseen terrorist attack. David S. Katz and Ilan Caspi in the work-‘Executive’s Guide to Personal Security’ makes clear that: “Employees of the U.S. federal government and their dependents have an advantage; they receive at least some training regarding personal security matters.”(Katz & Caspi, 2003, p.xiv). So, the training provided by the federal government/ personal security agencies help one to have clear cut idea about different security measures that one can adopt during a disaster. During a terrorist attack/hijack, personal security is important. As the world is becoming more complex, measures must be taken to withstand critical situations. During a terrorist attack, effectiveness of transportation facilities plays the key role in reducing the effect of disaster. In the United States, FEMA plays the most important role homeland security and anti-terrorist measures. James F. Miskel in the work-‘Disaster Response and Homeland Security’ makes clear that: “In all but a few cases, the disaster relief system almost immediately provides disaster and terrorism victims with shelter, food, and medical care.” (Miskel, 2008, p. 123) In the U.S., the disaster response/relief system is effective and capable enough to provide immediate aid to the needy. Besides, FBI and CIA provide all backup for the effective functioning of the anti-terrorist forces. But when one investigates the scope of FEMA, one can spot that it plays the most important role in homeland security in domestic and international scenario. But comparison with personal security makes clear that personal security agencies/agents gain more importance. For instance, the personal security agencies/agents provide effective measures to keep one away from critical situations and inculcate secure feeling among his or her clients. Besides, security agencies in the United States are well equipped to provide transportation facilities to their clients. If the client is a celebrity, politician, or a business tycoon, security agencies are ready to provide bullet proof cars, and choppers for surveillance. So, unique transportation facilities help the security agents to accomplish their duties, and help the clients to be secure. Safety and security measures that are to be adopted during a terrorist threat As the duty of the personal protection agent is to protect his or her client from internal and external threats, the client must strictly follow the directions on safety and security measures. First of all, it clear that greatest threat is from conventional explosives. So, one must not ignore the possibility of chemical, biological, radiological and nuclear threats. So, when the foretold threats occur, one must remain calm and show willingness to follow the instructions provided by the First Responders. Chester L. Quarles in the work- ‘Terrorism: avoidance and survival’ reflects that: “The victim must always remember that he must control his emotions during abduction and during the captivity. ” (Quarles, 2000, p.97) When an individual is under the control of the terrorists, he or she has a responsibility upon his self. Besides, on must be able to control emotions and violent actions during a terrorist attack/ hijack can determine one’s life or death. For instance, his or her violent resistance can create anger in the mind of terrorists and it may lead to further violent action. Besides, one must undergo immediate treatment because foretold threats badly affect human body and even cause sudden death. While traveling, one must strictly follow security procedures, keep one’s personal belongings, and must report suspicious activities to the security authorities. When one is staying at hotels, avoid sharing room numbers to strangers. When one is answering the telephone, be alert and avoid using one’s name or rank. Besides, one must be aware of alternative exits from the place. While traveling or staying away from home, one must keep emergency points of contact like FEMA-800-480-2520, FBI-202-324-3000. Again, one must avoid all possible means of non-secure communication. If the situation is so critical, one must not hesitate to be in constant touch with his or her personal security agent. When one happens to see unattended items in public places, it must be reported to the authorities. Besides, one must not try to inspect unattended items, but try to keep away from it. For instance, don’t try to uncover suspicious packages or letters, with excessive weight, protruding wires, ticking sound etc. While using internet, one must try to protect one’s identity and data. Besides, one must try to avoid discussion on work related matters with strangers. So, the directions pointed out by the personal protection agent touch all the aspects of Safety and security of the client. Safety and security plan related to an emergency which needs immediate evacuation of the protected individuals During a terrorist attack, effective Safety and security plan is central and it helps to reduce the harshness of after effects to a minimum level. From the perspective of a personal protection agent, training on security measures related to terrorist attacks is essential. If one is not properly trained, it will badly affect the possibility of survival. For instance, emotional outburst during a terrorist attack hinder further movement of the victim and it badly affect the possibility of rescue services. For instance, if one keeps a cellular phone with emergency points of contact like federal agencies/ personal protection agent, it helps one to have proper communication. So, the evacuation plans developed to maintain Safety and security must co-ordinate all levels of the federal government. Besides, collection of data related to the terrorist plot/attack is also important. Another important factor which enhances the effectiveness of the immediate evacuation of the protected individuals is the proper co-ordination of evacuation routes. Another aspect is the measures that are adopted to improve the evacuation process, like evacuation in shifts. Besides, close examination and modification of evacuation route according to the seriousness of the disaster is also important. Again, agencies involved in rescue process must not forget to develop the evacuation plan on alternative routing. The effectiveness of any evacuation plan is indebted to the cooperation and coordination among different agencies. So, one can see that evacuation plans must accommodate the needs of those with special needs, i.e., elderly and disabled people. Glenn E. Schweitzer, A. Chelsea Sharber and Rossiiskaia Akademiia Nauk in the work-‘Countering urban terrorism in Russia and the United States: proceedings of a workshop’ published in 2006 make clear that: “In a terrorist attack, there is a strong need for the immediate evacuation of large numbers of people from the area” (Schweitzer et al, 2006, P. 60) the terrorist attacks create large scale destruction, which force the authorities to formulate evacuation plans to evacuate the people from the area. But none can predict how the people behave in situations of utter confusion which hinder the effectiveness of rescue and evacuation measures. In addition, service from available transit services which co-operate with the rescue forces/agencies is important. The effectiveness of information sharing service among the rescue forces helps to be success in immediate evacuation process. So, inclusion of all possible measures to ensure the resource requirement to complete the evacuation process plays an important role in successful evacuation strategy. James J. F. Forest in the work-‘Homeland Security: Critical infrastructure’ reflects that: “Having an effective response in an emergency situation depends on advance planning and preparation.” (Forest, 2006, p.237) Also, advance planning to keep oneself safe during a terrorist attack or natural disaster is important in effective response and relief strategies. Hence, the rescue agencies must make sure that all available resources are used to support the whole process. So, Safety and security plan plays the most important role in the process of immediate evacuation of the protected individuals. Before summing up, the emergency plan which inculcates safety and security measures, to protect the client during a terrorist attack is essential in this world of extreme complexities and unexpected disasters. Besides, proper communication with the client, measures taken to protect the client and transportation facilities protects the client from disasters. So, proper communication helps the security agencies/agents to fulfill their duty and helps the client to be safe. The safety and security measures which are to be adopted during a terrorist threat, pointed out by the personal protection agent, are helpful to have clear idea about the same. Besides, the safety and security plan related to any unforeseen terrorist plot/attack, which needs immediate evacuation of the client prove that the foretold plan is with wide-ranging scope and effective in disaster management scenario.
