The policy of capital punishment for drug traffickers is based on the Islamic law that is being implemented in the country for many years. (Ali Al Haqui). Because of religious implications, it is the reason why Saudi has lower incidence of drug offenders as compared to other countries in the world. Statistics show Saudi has lower incarceration rates as compared to US and other selected countries. (Kieran, H, 2006). This capital punishment policy has been changed in 1999 by HRF Prince Nayef, the Minister of Interior wherein he led the plan to combat abuse of drugs and phase out of Saudi’s anti-drug plans.
