Quality measurement are intended to provide assistance to improve care, in order to influence the consumers in making a choice among the health care providers and facility to find out the adequate compensation for providers. Ganz writes, in one of his article writes, “policy-makers and clinicians are concerned that initiatives to improve the quality of care for some conditions may have unintended negative consequences for quality in other conditions” (Ganz, Wenger, Roth, Kamberg, Chang, Mclean, et al, 2007). This is where the need for performance measurement comes into applicability for quality improvement. A well organized performance measurement can clearly assess the situation and find out which conditions is in need of undergoing quality improvements. A practical intervention that improved quality of care for targeted condition did not seem to affect measureable aspects of care on a set of masked quality measures.
