The principal building of what could be regarded as the Kingston store was completed around 1935 with Maurice Web as the chief architect (El-haram et al., 2003). However, it was not until 1987 when modern constructions of what can currently be seen started. This process saw the establishment of modern structures alongside what had been started by Maurice Web to include a six-level department store not to mention four-level adjoining shopping centers.

The complexity of this center is the departure point for this report; presentation of a comprehensive re-assessment of the risks to health and safety associated with its operation and constant re-constructions. Before such assessments and analyses, it is necessary to understand essential terms within the realm of available literature. To begin with, these are the underpinnings of risk. This term has multifaceted approaches and definitions but within the framework of the assessment, Kreyszig's (2004) definition suits.

He looks at risk as a potential source of harm or adversity that affects the health of an individual or persons. Since the definition is narrowed towards a probability, this assessment will as well assess the probability of damage, threat, liability, or injury on the individuals. As earlier noted the center is constantly re-structured and to that regard risk assessment group comprising of consultants has been called upon to assess the chances of risk so that in the event of risk occurrence such can be blamed on the consultants.

The team is comprised of engineers, consultants, Bentall Centre management team, and personnel attached to various departments. For the assessment to realize its core objective such has been structured in different sections thus covering a combination of both quantitative and qualitative tools as suggested by Kreyszig (2004). To underscore how the tools are going to be applied, Bentall Centre activities and background information have been detailed. This is essential for qualitative risk identification methods that may come as a result of internal and external factors.
