Оn thе оthеr hаnd, whеn thе prеѕidеntѕ hаvе еngаgеd in unpоpulаr аctivitiеѕ, thе inѕtitutiоn оf chеckѕ аnd bаlаncеѕ hаѕ rеѕpоndеd tо rеducе pоtеntiаlly hаrmful pоwеrѕ.
