Writing Fire and Risk Management Customer’s Name Customer’s Grade Course Customer tutor’s Name 2nd June, 2010 Outline Different areas tend to be prone to fire outbreaks, and hence the necessity of having appropriate interventions and measures which will be adopted in the prevention of such fire and also mitigating the necessary promotions and operations which be applied in containing the fire. For instance, the behaviour of students can be quite harmful, and can in the long run cause fire outbreaks thus jeopardizing the learning operations. This paper thus gives the guidelines which can be utilised in addressing fire outbreaks and also giving a plan which can be adopted in solving any issue of fire outbreak within the community. Introduction Going by the country legislations, Section 19 within Safety, Health and Welfare in the Work Act of 2005 has placed the requirement for all employers and the individuals who have been given the mandate of controlling the workplaces to frequently all the hazards within the workplaces so that they can control and also assess the major risks in provision of safety and the health of the people at work and remove such hazards. Ultimately, the assessment of risk is an indication that anything within the workplace which appears to have the ability of causing harm to the employees, and any other people such as students and visitors is necessary, and this should be done with the best of care (Cole, 2009, p. 43). All the possible harms and threats should be carefully examined so that it can be possible to come up with a life-saving practice. This assessment is thus necessary due to the fact that it has the ability of allowing an individual to effectively estimate the quality and magnitude of the risk and by so doing come up with an adequate decision on whether such a risk can be acceptable or if there should be the need of employing appropriate precautions so as to be able to prevent any possible harm. Employers have thus been entrusted and always required to effectively implement all improvements which are considered to be necessary towards the management and assessment of any form of risk. The main aim is hence in ensuring that not a single individual who gets hurt or ill during the processes and involvements in the organization. However, it should be something important for such employers to effectively remember that, whenever identifying the hazards and giving assessment of the risks within the organization, all the employers have to effectively consider the work activities and the hazards and risks which they do generate. Therefore, there will be no need of considering the minor risks or hazards which might not be harmful (Young, 2006, p. 32). Once any kind of assessment has been done, a statement should be made and written as a safety statement through which interventions shall be done. Another important thing is that, the major objective for any local Fire Station is to reduce the number of fires that are occurring at an accommodation centre for students. In this scenario, currently there have been the proliferation of fires which are being caused by the lifestyles factors being led by the students, and this for sure been leading to an increase in the number of students who have been needing necessary treatment due to the smoke which is inhaled and fire-fighters as well who end up suffering minor injuries and burns whenever they have been sent into any burning flat in containing the fire outbreak (Dennet, 2009, p. 23). The report should be able to come up with a Risk Assessment which shall be effective in enabling the reduction of the impacts and the risks which are caused by the fires which have become quite common. Health and Safety Legislation: Need for Risk Assessment The law has been able to come with the Health and Safety Legislation which have been adopted and made necessary in ensuring that there has been the provision of the best safety within the workplace, and provision of the necessary care to the employees and other individuals within any given organization. Such has well been the requirement for other institutions of learning and where people gather in order to provide them with the best of safety and security, and also with their health (Cole, 2009, p. 48). This is necessary in ensuring that people’s safety has been maintained as an important thing which should be assured and carried out always. This has hence been an important part of health and safety legislation. Going by these provisions, each and every employer is usually required to effectively come up with ways of managing safety as well as health within the workplace and other residential areas, and by so doing be able to prevent any form of accidents or ill-health which might come as a result.  Going by the Safety, Health and the Welfare at the Work Place Act of 2005 has been able to give provisions to the employers to come up with ways through which they can be able to identify any form of hazards, carry out and extensive study and risk assessment performance, and after that come up with a well prepared and documented safety statement through which farther operations shall be done towards solving any possible problem. This should be seen as a process which should be able to come up with a practical approach and purpose. This has been postulated to be necessary since it has the capability of helping the employers as well as the other individual holding specific duties so that they can be able to manage the safety and health employees (Young, 2006, p. 45). This kind of safety legislation has been adoptable in quantifying the safety as well as the health problems which have to be put in place. This approach should be risk-based and also analyse the safety measures which are in place and as well be able to establish the ones which are proportionate to all risks which might be involved. This is hence done in coming up with the necessary measures which have the ability of eliminating, controlling and minimizing the possible risks and the injury. The system should hence be able involve maximum consultation which covers both the employing organization as well as the employees. This has thus been provided as a safety management and risk reduction process. Basically, the risk and health safety legislation has been able to give guidelines on the need for risk assessment which is usually done in ensuring that the kind of risk and hazards such as fire has been established and appropriate measures put in place towards their minimization (Ross, 2006, p. 37). The need for supervisory audits and checks also tend to be necessary and carried out in order to effectively determine the aims which have to be achieved. Corrective forms of action will also be undertaken whenever they are required (Cole, 2009, p. 43). Hence, it should be agreed that the importance with carrying out the Risk Assessment as well as the preparation of a Safety Statement is in reducing the financial costs which might come as a result of any risk progression, the legal reasons which come as a result of the risk development, and as well make sure there has been the consideration of the moral and the ethical reasons which seem to come in place. Basically, the process in which the risk assessment is carried out helps in binding the employees and employers ethically and thus promoting their ultimate performance and productivity. This is also necessary with organizations such as schools and learning in which the lifestyles of the students have been a cause of such fires and other hazards which can compromise the learning experience within the schools (Young, 2006, p. 54). Review of the Fire & Rescue Services Act 2004 This Act has been of a great importance since it has been able to place the prevention aspect to be very important and elemental towards all fire and related rescue activities within any given society, and which has become the greatest obligation which the Fire Fighting Stations have been endorsed with, and a form of obligation they should perform and conduct without fail. Going by the Fire and Rescue Services Act 2004, it brings forth that the new duty which has be carried by all the fire fighting stations and other relevant authorities shall be in the continued promotion and enhancement of security fire safety within their areas of conduct. Going by the availed evidence, the prevention of fire is necessary and pays great as compared to the rescue operations (Ross, 2006, p. 39). This service passage believes that there is a very big need of coming up with ways of preventions, and once there has been the outbreak, there shall be need of rescuing and putting down the fire. The stopping of any fire outbreak is something which should be given first place and such a move should be aimed at saving all the lives and by so doing ensuring that the communities within the areas have been made safer, and more so the population who are more susceptible and the highly vulnerable ones. As by the 2004 Act, fire has been defined to be one of the major threats which have been posing the greatest threat to communities. The Fire and Rescue Service shall thus be required to ensure that it speedily does respond to any kind of fire incident and make sure that the response has been made vital. Such is the best approach in ensuring that lives have been saved, all possible injuries have been sustained, and also make sure that there has been no much losses on property, and also ensure that the people have been kept safe from any form of injury and harm. All rescue and fire authorities should competently undertake the kind of work so as to perfectly publicise and encourage fire prevention (Dennet, 2009, p. 45). This has been the precise provision with the Fire and Rescue Service Act of 2004 which has been playing a major role towards addressing any fire breakout and making sure that the people have been left safe. Looking at the above Fire and Service Act of 2004, it has been able to give the necessary guidelines and interventions as to why it has been able to place prevention and control of fire at the core for all the fire and other rescue operations. Basically, control is better than engagement in curing, and which is necessary in ensuring that there has been the employment of the appropriate approaches which make sure that any form of threats and hazards or risks have been adequately established and addressed before the outbreak of any fire. Prevention has thus been seen to be quite important as compared to the fire fighting and rescue operations. Such procedures will result in incurring much more expenses which might have been adequately prevented should risk assessment have had been done before (Ross, 2006, p. 65). This Act thus does appraise the need and the importance of a risk assessment and especially within organizations and learning institutions whereby the engagements of students have the ability of causing fire much easily. Fire and Rescue Service Integrated Risk Management Plan The first approach to this practice is in identifying the potential hazards which appear to be in place. These include the hazards which have the potential of causing harm to the human beings involved in the organization (Moore, 2006, p. 34). These include the methods in which different individuals are engaged in practicing, the substances which have been used within the organization, and the machineries which are used in the organization. Other possible hazards towards fire break out include power lines and other sources such as fuel among others which have the capability of causing harm in the organization. With the reckless of the students, there is the much necessity of employing such procedures and identifying the possible threats which might cause fire outbreaks. Risks are also common within organizations and which have the ability of causing fire (Cole, 2009, p. 34). Such include the likelihood of some machines somewhere to harm the individuals, and how some of the possible consequences which might be realised from the consequences. Once these hazards and risks have been identified, it becomes possible to come up with adequate solutions which shall succinctly address the hazards and promote fire intervention processes. When coming up with ways and means of addressing this problem, there is the need of reviewing the major risks and hazards which have the capability of causing fire within an organization. In that case, also come up with observations on the people who might be greatly impacted on the fire outbreak. As well, come up with an understanding on the necessary measures and provisions which appear to comply with the necessary statutory provisions and guidelines (Hubble, 2007, p. 65). Once that has been done, the next approach with the plan is to come up with fundamental ways into how the fire can be contained once it breaks out. The risks which have been outlined above have the capability of causing much harm and damage in the event of any fire outbreak. Such have the great capabilities of posing great danger on the people and hence the necessity of coming up with intervention plans (Dennet, 2009, p. 23). The appropriate strategy which can be effective in the reduction of fire outbreaks is through coming up with an appropriate management and integrated plan which shall provide the necessary tools and procedures of addressing this issue in the most intelligent manner. One of the major causes on fire is the smoking habit of students (Hubble, 2007, p. 62). The prevention here shall be in banning smoking in all premises within the institution by the students. Electrical fire hazards tend to be common, and hence the rightful approach shall be in having proper installation and fire extinguishers placed in the rightful areas for containing fire which might be noted. Portable heaters carried by students have the potential cause for fire breakout and hence there should be provisions on how such electric gadgets have to be used. Students shall as well be required to be responsible for everything they get engaged in. Such responsibility makes sure that fire breakouts have been adequately managed (Dennet, 2009, p. 28). Such a plan is workable in making sure that no fire outbreak shall be faced within the organization. As well, community intervention and awareness is also necessary in making sure that majority of the people have the idea on how to control fire and how to address any form of threat and hazards which might be possible causes for fire outbreaks (Hubble, 2007, p. 65). Training is another important approach which ensures that proper fire fighting has been achieved. This kind of training ensures that all individuals shall be keen in making sure they engage in activities which shall not promote fire development, and also ensure that their practices are competent enough and cautioned. There should as well be the promotion of response and notification methods in the event of any fire outbreak (Moore, 2006, p. 39). Instructions should also be adequately given in an effort to recognize any form of fire hazards, and also be able to fight any fire outbreak within premises. Fire alerts and communication devices should be put in place, fire fighting equipments and so on, can be effective in ensuring that integrity has been maintained within the fire fighting process and in provision of the best safety and intervention for all. Conclusion The local community should come up with adequate ways and measures which have the continued ability of preventing any kind of fire outbreaks and also coming up with appropriate measures which will have to be adopted in the event of any fire outbreak. From the risk assessment which has been taken, there has been the need to see how the society will be able to adopt the above discussed approaches and modes of performance which have the ability of mitigating the necessary impacts on risks on communities (Moore, 2006, p. 90). Such a plan which has been described above can be capable to giving foundations and guidelines which help in mitigating the fire outbreaks, and do so in a way which is quite effective in terms of cost. In that case, the need of prevention will be possible and adequate in making sure that no fire break out, and once it does break out, there will be the necessity of coming up with measures which help in giving response and containing the situation (Cole, 2009, p. 89).
