HOW TO DEVELOP SAUDI GOVERNMENT UNIVERSITIES THE ENTREPRENEURSHIP CONCEPT IN ITS AND WHAT ARE THE WAYS? A CASE OF KSA GOVERNMENT By Student’s Name Code + Course Name Professor’s Name University Name City, State Date Introduction Entrepreneurship concept is a very critical subject to develop within the universities in Saudi. With the current increase in population, job markets have been flooded with potential qualified employees. There is high increase in unemployment and the only option that has been left is self employment (Abir, 1993). Self employment stands a high chance to fill the gap of unemployment among university students who may not be very lucky to secure an employment immediately after their graduation. In Saudi, the government and other nongovernmental organizations have advocated for the development of Entrepreneurship units that will acquit students with knowledge to develop themselves as entrepreneurs. This paper tries to establish the areas of concern in development of entrepreneurship units in both the private and government universities in Saudi (Brady, 1995). Research Methodology For the entrepreneurship unit to be successfully implemented within the university, the cost of implementing the program should be critically determined and budgeted for to avoid any inconvenience that may be associated with finances. These costs involve the recruitment of teaching staff for the new unit and its implementation in the teaching timetable. The additional unit comes with its cost of administering exams (Janin & Besheer, 2003). There are numerous demerits that are associated with unemployment. Criminology comes as a result of unemployment within the Economy. Prostitution, which is the major factor for the spread of HIV/AIDS, is geared in by the lack of employment. It is very essential therefore, for the government to implement measures that would help to curtail these adverse effects within the Saudi Government. Implementation of Entrepreneurship is among the solutions to these problems. The government has borrowed ideas from other countries universities on the Entrepreneurship and its teaching in their universities and compiled the methodology of how the unit can be taught within government universities in Saudi. Several nongovernmental organizations such as World Vision and Action Aid have come in to support the implementation of this unit within the universities in Saudi. Such Measures that these NGOs have taken are importing the teachers with intense knowledge on Entrepreneurship to come to offer these skills to the Universities in Saudi (Kerr, 2010). Importance of the study The study will enable the researchers to come up with an effective data that is reliable for efficient implementation of the entrepreneurship skills to university students in Saudi. It is from conducting a research on other introduction units such as HIV/AIDS curriculum that the government will stand a good chance to effectively implement a good procedure of inducting entrepreneurship skills among her universities Students. Previous study on curriculum implementation in the university There is a tangible data on implementation of HIV/aids curriculum in 2004 in Saudi University Curriculum. The major aim of this move was to curtail the rampant increase in contracting HIV/AIDS in Saudi especially in Universities. KSA University acted as the study ground for the implementation of HIV/AIDS units. Since then the growth of infection of HIV/AIDS among University students has drastically fall. A research on this implement by Mohamed Hussein clearly reveals each step that was followed in this implementation (Mohamed, 2002). Year of Study Number of Students 1st 800,000 2nd 664, 510 3rd 563,700 From the above data collected from KSA University it is clear that the appropriate year to implement a new Curriculum is at the first year of study of students since it is when the population is high. In second and final year the number of students reduces due to deaths and drop outs. Below is a table showing a comparison between the number of students who contracted HIV/AIDS in two 2001 and 2007.This was after the implementation of the HIV/AIDS study program in the university. The study was entirely from KSA University. Year Number of HIV/AIDS infections in the year 2001 14,568 2007 6,381 The results from the study were collected from a random selection of 50,000 students from KSA University. At 2001, the percentage of victims stood at 29.136% while in 2007, it dropped to 12.762%. The drop is more than twice within the 6 years of impacting knowledge of HIV/AIDS among the students. 1.2 The Statement of the Problem The main problem that has come up with this implementation has been how to source teachers for the new curriculum in Saudi government Universities. There also arise problems of determining the cost of implementing such a program (Zuhur, 2011). Lack of teachers and the appropriate level of university study are the major concern to be outlined in this research paper. The long run effects in the alteration of studying Entrepreneurship are a major issue of concern to be considered by the Saudi Government (Long, 2005). For any policy to be viable, its benefits should always exceed the cost of implementation in the long run. 1.3 The Research Questions 1 How future generations will be affected due to absence of Entrepreneurship skills? 2 How is the trend of Entrepreneurship and economic growth over time in Saudi? 3 What other factors affecting Entrepreneurship? 4 How can we successfully implement Entrepreneurship in the Generations to come? Data on implementation of entrepreneurship in Saudi government Objective of the Study 1.5 General Objects To determine any note worthy relationship between entrepreneurship and economic growth in Saudi due to induction of entrepreneurial skills among university students. The benefits of having entrepreneurship in Saudi in the future and how it can be implement. 1.6 Specific Objectives 1 To establish the relationship between Entrepreneurship, University curriculum and economic growth. 2 To enhance entrepreneurship within government Universities in Saudi. 3 To find out other factors affecting Entrepreneurship. 1.7 Significance of the Study The research proposal seeks to find out the relationship between entrepreneurship and economic growth as a whole. Entrepreneurship has been known to contribute a lot in the Economy. Its implementation is also a major concern in the government Universities in Saudi. People cannot wake being Entrepreneurs and therefore the government must come up with ways to create a conducive environment for the Entrepreneurship in Saudi. 1.8 Basic assumptions of the study Since the Saudi government provides good environment for Entrepreneurship to flourish, then it will be obviously a success to all students who will embrace Entrepreneurship skills due to booming economy high returns are expected which will trigger good growth of the economy. Study Tools and Population appointed A case from KSA University The first issue to consider will be the number of students in different years of study and select the best category to implement the Entrepreneurship program. Year of Study Number of Students Number of Units at this Level In a semester 2011-1st year 655,000 12 2012-2nd year 597,201 11 2013-3rd year 523,496 13 Study hypotheses and Conceptualization It would be reliable to implement the new entrepreneurship curriculum in 2nd year of study since there are fewer units than in 1st and 3rd years. In first year most of units taught are elementary units in university Curriculum and not very effective for implementation of a new curriculum. In 3rd year students concentrate entirely with their area of specialization Source of Data for the study The above tabled data is sourced from registers of KSA University in Saudi in different years. It is from this information that I have critically judged the best year of study to allocate a new curriculum based on the advantages and merits realized with the year. 1.9 Scope and Limitation  The study aims to research on how to implement entrepreneurship in Government University in Saudi.  The research gives outlines impacts of entrepreneurship apart from economic growth such as its effects in solving Unemployment. Bunting Measures and terminology Entrepreneurship curriculum is to be implemented at tertiary level of Education in Saudi and as we are all aware, at tertiary level is when students are more concerned with their life and advocating education for better life. It is at tertiary level of study that entrepreneurship would be of great assistance to the students (Musawi & Stetkevych, 2009). It would help them achieve the best that they can. 2.0 Literature Review 2.1 Introduction This chapter outlines the general literature regarding the specific country in question which is reviewed in terms of both theoretical and empirical nature. Entrepreneurship entails creativity for good life. Young people are very potential in terms of thinking and can come up with very good ideas on solving different problems in the society. Entrepreneurship curriculum helps students to acquire skills that help them to be creative. An entrepreneur can spot a problem in the society and come in to fulfill it. Entrepreneurship is classified into two major categories. These include Intra-entrepreneurship and external entrepreneurship (Nabti, 1980). Entrepreneurship is referred to as intra if it occurs within the operation of the business where the entrepreneur is currently located. For the case of external entrepreneurship, the entrepreneur come up with a self supported idea and tries to implement it. A viable business idea always comes out successfully once it has been put into action. Effects of Entrepreneurship in University Curriculum Entrepreneurship is the major key to success of any economy. It utilizes the idle resources that would otherwise be subjected to waste. This increases the overall output of the country’s economy. Increase in the gross product increases the standards of living of the people that are found within that economy. Entrepreneurship is a major source of unemployment in the economy. It creates jobs that promise very high income into the innovators. Currently, unemployment has been a major concern to the governments in almost all the countries in the world (Smith & Abu? 2013). Unemployment has also acted as a major source of economic degradation and source of insecurity. It has led to rise in criminology and prostitution within the economy which are drawbacks to economic progress. Entrepreneurship will help to solve all these aggregate problems that affect the Saudi government as a whole. According to Saudi Arabian Cultural Mission in the United States of America (1991), the government of Saudi has come up with methodologies of implementing Entrepreneurship curriculum in their universities. Some international universities such as Harvard and Cambridge University have offered to support the Saudi government with teaching staff in some of its universities to facilitate this initiative. On estimation every public university in Saudi has a population of not less than 50 thousand students and in every year 10,000 student’s graduate from every university. Taking into knowledge that the Saudi government has a total 80 public universities and in every year more than 10,000 students graduate, this reflects to 800,000 grandaunts every year within the Saudi economy. Absorption of this number by the available companies in Saudi every year is very impossible but with entrepreneurship, these grandaunts can be self reliant and independent from their guardians (Starkey, 2006). Entrepreneurship helps to distribute income within the society. Saudi is face with a large gap between the poor and the rich. Entrepreneurship has come in to bridge these two gaps by ensuring that there is increased flow of income within the society. New ideas attract both the poor and the rich. Poor people would benefit by having jobs in the Entrepreneurship while the rich will benefit from satisfying their wants in a more efficient manner and spending their wealth on the less fortunate. Skills on Entrepreneurship entail coaching students on what is essential to be an entrepreneur. Students should be risk takers as well as innovative for them to come out as successful entrepreneurs. Building on waste materials and thinking of how to deal with a certain epidemic in the society are forms of entrepreneurship. Creativity by concentrating on solutions to various problems within the society is also a form of entrepreneurship (Stryker & Leaver, 1997). Effectiveness and Efficiency of the Study Curriculum development is all about implementing new studies within the university program. Saudi is a Muslim country and their religion act to bring unity and peace. It will be very effective to implement new curriculum in a society that is peaceable, unified and has a stable political condition. Many of the reason for failure of curriculum in a university setting is due to lack of support from the surrounding community. Saudi is counted among most stable countries both politically and economically. The population is very high in Saudi; land has been so scarce to a condition where landlords offer their slumps to interested buyers. Increased population has both demerits and merits to entrepreneurship. There is a readily available market for potential business people. It is easier for a business to flourish quickly in an environment of many buyers unlike with area harboring very few people. Where there is a high population, there are high number learned persons hence more competition in the job Market. This motivates people to be entrepreneurs in order in survive comfortably in the densely populated environment. 3.0 Recommendation and Conclusion Entrepreneurship increases the standards of living in the economy. There will be an increment in the total output in Saudi economy, as a result of entrepreneurship in the generations that would have gone entrepreneurship training. Most of the unemployment in the economy is solved by the entrepreneurship following the skills that people are trained while in their tertiary education level. The cost that the government of Saudi is to incur in implementing Entrepreneurship Curriculum is very little compared to the benefits. Entrepreneurship act to deal with criminology and prostitution in the economy indirectly. Prostitution and all manner of criminology has been a major threat to Saudi government for longtime. Entrepreneurship would facilitate in the bridging of the gap between the rich and the poor. This is achieved through increased flow of income within the Saudi Economy.
