This paper aims at emphasizing development practices at Training Department of Abu Dhabi Police. Abu Dhabi Police Training Department is under Deputy Commander General. Therefore, Training Department is a division of General Directorate for Human Resource Management, there is also division such as Human Resources Planning Department, Selection & Recruitment, Police Training Schools Department and Performance Appraisal Department. ISO 9001:2008 According to Cianfrani, Tsiakals & West (2009), ISO 9000, refers to various international standards regarding organizational management systems. ISO 9000 standards are designed for organizations so that they can meet requirements and needs for their customers and stakeholders (Evans & Lindsay, 2012). According to Speegle (2009), ISO 9000 is a strong powerful and undisputed instrument, which cannot be ignored by any management team. Leseure (2010) argue that ISO 9000 targets the rudiments and applications of management systems areas such as productivity, adaptability, effectiveness and flexibility of organizations. Accordingly, ISO 9000 heavily relies on management of activity as the primary aspect in changing service delivery since the system offers analytical information instrumental in diagnosing different areas in an organization that need continuous improvement (Mandal, 2011). The different departments at Abu Dhabi Police have already been certified with the ISO 9001:2000. This is a great achievement that the organization takes pride. Among the different departments, in 2000 the Training Department was awarded the ISO 9001: 2000 since it had an outstanding organization system of service delivery and quality management. In 2005, Abu Dhabi Police applied for the ISO 9001: 2008 certifications unfortunately; it did not attain the required standards. Nonetheless, the Directorate of General of Security Affairs and Ports was given ISO 9001:2008. The Directorate General of Security Affairs and Ports is the only one that deserved certification since it had installed continuous quality improvement system that were instrumental in securing as well as safeguarding land, airports and sea entries into the country. This implies that General Directorate for Human Resource that falls under the Training Department has management system, which does not qualify for ISO 9001: 2008 certifications. Abu Dhabi Police has a mission of maintaining security and stability. According to the president of Abu Dhabi Sheikh Khalifa ni Zayed Al Nahyan, he believes that security is the key aspect for growth, prosperity as well as maintaining public gains (Cartwright, 2003). Accordingly, the strategic objective of the department is to ensure maintenance of security as well as stability availing human as well as financial capabilities for attainment of its mission (Abu Dhabi Police, 2010). Abu Dhabi’s mission statement as well as its strategic objectives is very inefficient for an organization that is after attaining ISO 90001:2008 certification. An organization that seeks ISO certification should strive at ensuring satisfaction of customers as well as stakeholders and not on its executive’s directives. The organization should go beyond offering requisite services as well as providing services required by its stakeholders in a fashion, which satisfies stakeholders. Accordingly, this paper supports elucidates the fact that Abu Dhabi Police Training Department has not yet qualified for ISO 9001: 2008 certification. Evidently, the department follows orders from above when executing its mandate and this implies that it does not care what the stakeholders require (Harold, 2003). Presently, what is required is streamlining Training Department system towards offering services Abu Dhabi citizens need, services which ADP Directorate need from Training Department, services which trainees need from the department and services which the Ministry of Interior need from ADP (Dennis, 2007). When the customer emphasis is on provision of service of Training Department, it will be very easy to restructure it towards the type of management practices, which ISO 9001:2008 standardization requires. Nonetheless, it is pertinent to consider if there is any chance of integrating quality, environmental, safety as well as health management practices in Abu Dhabi Police Department considering the present management practices. ISO 9001:2008 can be enforced in the Training Department because the department has already been awarded ISO 9001:200O certification and therefore needs small improvements before it can be given ISO 9001:2008 certification (Sumit and Anupa, 2013). The organization had attempted to develop ISO 9001 documentation in 2008, which is necessary for certification. The department’s executive team has shown interest in improving its quality by applying for ISO 9001:2008. Additionally, the department has an external registrar, which has the task of auditing as well as certification of its policies, procedures as well as performance in the context of the whole Abu Dhabi Police organizational structure (Moskowitz, 2008). Implementation of ISO 9009: 2008 at ADP Training Department This paper has determined that ISO 9001:2008 systems can be implemented, accordingly this paper will go an extra mile of outlining the strategy of implementation so that the organization can be successful when applying for ISO 9001:2008 standardized as well as integrated system of management (Anupa and Sumit, 2014). The department is supposed to restructure and align its processes so that it can attain its goals. Presently, the department’s main problem is that it is not customer oriented. International standards require that each certified organization needs to be customer oriented in service delivery (ISO, 2008). The organization’s mission as well as its strategic goals should be tailored at ensuring stakeholder and customer satisfaction. An example of mission statement that can be suit the training department would be something like: to unswervingly facilitate outstanding training for ADP personnel to enable them offer optimal security as well as law enforcement services to Abu Dhabi citizens in a manner that ensures public safety, peace, social stability as well as order in the region as required in its obligation to the general public and the government. When the department adopts the mission it will imply that its application of ISO 9001: 2008 is tailored at optimizing systems towards offering the type of services required most by the general public in a manner which satisfies the general public, statutes as well as regulatory bodies. Having such an understanding, the department will consider satisfaction of customers in their management system (Wilson, 2005). Secondly, departmental management systems which guarantee improvement in quality, responsible management of the environment, maintenance of safety as well as improvement (Morgen, 2003). The department lacks as safety maintenance, health improvement, environmental management function, as well as strategy improvement (Joseph, 2003). Accordingly, it is recommended that departments are supposed to establish two novel divisions, which will have the task of coordinating and implementing an integrated system of management, which will be responsible for safety management, health management, and environment management functions. Police Training Schools and Training Departments, which fall under General Directorate for Human Resources, need to be joined and managed under one structure. Since the two departments are separate implies that the Training Department is responsible for training as well as development programs of active Abu Dhabi Police personnel and it lack jurisdiction in training of novel police recruits. Accordingly, the Training Departments lacks control over how recruits are trained, skills that the recruits need to acquire or how these skills can be used when a recruit joins ADP. The two departments need to be joined so that Training Department has the task of guaranteeing maximum training as well as development of Abu Dhabi personnel right from the time they are recruited to when they retire. To help solve the issue, this paper commends that the department needs to establish systems as well as policies in departments, which aim at attaining predetermined quality delivery service objectives (ISO, 2008). The department needs to establish methods in which these quality systems, policies, systems and quality delivery of service objective are well documented. The department is supposed to establish a quality manual in which all members in the department can regularly refer to when delivering services and can also be instrumental when evaluating service delivery results (ISO, 2008). The department needs to ensure that all procedures need to be adhered to guarantee good delivery of services (Bjarne, 2007). The department needs to integrate its procedures and operations based on effective planning needs, operation control measures for its procedures and lastly implement evaluation measures according to regular improvement of its quality, environmental, health as well as safety practices (Saks, Haccoun & Belcourt, 2010). ISO 9001:2008 necessitates the Training Department to carry out continuous management reviews of their service delivery, for instance, process performance evaluation, stakeholders’ feedback assessments, quality audits as well as process performance evaluations, and the department needs to conduct service delivery procedures that confirm to assessments on a regular basis. Additionally, the department is supposed to ensure to ready availability of enough resources for management systems and that it establishes awareness of quality service delivery, proper management of the environment along with safety and health management in the entire department as well as its members. Lastly, the department needs to enforce corrective as well as preventive measures so that no deviations can be experienced from integrated quality, health and environmental as well as safety management practices and ensure there follow-up actions in management reviews along with evaluations, for instance, implementing the proposed improvements. When all the requirements are observed, the Training Department will have improved quality, health, environmental as well as safety management practices devoid of any limitations accruing in future. 3. Critical assessment of ISO 9001:2008 Standards at the Abu Dhabi Police Training Department The department has acquired ISO 9001:2000 and it attempted to get ISO 9001:2008 certifications unsuccessfully.
