In this project development phase we will initiate the overall project. Here we will develop a project team, identify areas of development, main necessities of project, requirements, the negotiations to clients for the settlement of the project budget and time plan. This will also be where the project life cycle will be determined and outcomes created, “some believe there is 12 stages to a project” (as displayed in table 1.9 - Hartley) this is true but for some projects these stages can be passed without even knowing it just as general thought of what needs to be done so it is important to document as much as possible for future projects, I believe stages are determined by what the basis of the project is and by the specifications to be met.

Developing a project plan is the main step we should take when undertaking any kind of project. Project planning will involve the planning regarding the project main phases, resource, implementation, working plan, risk management, change control management and human resource management. In this phase we will identify the working time and budget plan for the project execution. This phase of the project will involve contracting for the project development and working. In this phase we will present the plan and budgetary details to clients and take proper letter of acceptance.

This will also involve the change control and quality assurance parameters definition. This phase of the project will comprise the management of all the traffic on the road during the construction and restoration project execution. This will involve the management of the traffic and diverting it to proper and alternative roads during the working house of the project.
