In an ideal world, the IRS as the primary handler of the country's revenues should have been capable and responsible to do its functions properly.

Although the IRS fronts a positive face in light of this recent development for the privatization strategy, it does not hide the fact that in seeking the services of private companies, they are indirectly admitting incompetence or ineffectiveness on their recent and previous tax collection systems. Why seek the services of private sectors when the government agency itself should be or should have been capable given the capabilities and resources of the country Does it also mean that the employees of IRS are not capable enough to encompass the responsibilities of the government agency That they lack the needed skilled people in their side In this instance, public service has acknowledged defeat to private services.

One other great concern of critics is that taxpayer's rights are greatly put at risk of violations of their rights given under this scheme. The IRS assures the public that the agency is trying its best to combat this hazard by first making clauses and strict provisions for the private collecting firms selected to work with IRS. Another is by spreading awareness amongst taxpayers to warn them against fraud criminals. In this technological age, scam artists are becoming more creative and imaginative in doing their activities.

Who knows what next procedures or techniques they can come up with in a society where many can still be susceptible despite initial warnings or their own given knowledge of the hazards when important personal data are gathered by the wrong people Public trust is essential in public services. Public trust in this agency will definitely lessen given that the agency is planning and willing to transfer its responsibilities to the private sector. Moreover, tax debt collection responsibilities are given to the private sector that is not entirely reliable and free of corrupt people.

Instead of encouraging taxpayers to pay their taxes, this move will most probably dissuade many taxpayers to pay their taxes given the rampant fraud scams these days.
