Syrian crisis multiplied: Response to International divisions and Cautious Support Executive Summary The ongoing internal violent conflict in Syria has become a continuous social unrest for the people of Syria. The Syrian uprising continues and how the U.S. responses to the social divisions and inequalities have become a priority as Iran, Russia and China have moved to the forefront in aid. Current turmoil in Syria has resulted in a range of protests, which have spread to all major cities. These protests have increased international attention for the atrocious response of massacres executed by the government toward protestors. Various forces have been used to dismantle the protesting, and as a result many civilians are wounded, killed or displaced as they flee to surrounding countries. The Syrian uprising is not exclusive among the Arab Spring, however becomes distinctive for the extent of the dispute and international involvement from countries abroad. Different nations also have vested interest in maintaining Al-Assad in power while others can greatly benefit from riding Syria of the yoke of Al-Assad1. Since Al-Assad has significant support both abroad and at home, the case becomes unique and delicate for the U.S. to respond accordingly. Hence, offering carefully planned and progressive policy recommendations with investigative backing will better position the U.S. Additionally, are the policy recommendations with analysis of the benefits and repercussions that may follow if one or more of the policy suggestions are implemented. The solution to end the protests had been defined in the elimination of Bashar’s regime. The US, under Obama, has developed interests in regaining the balance in Syria and restore sanity to the oppressed people through challenging Al-Assad’s rule 2. This paper would suggest the policies to implement to ensure the vision in regaining control in Syria achieved. Background The prevailing protest has witnessed continuity since their onset in March 2011.The protests have been cumulated into spreading violence across Syria and international recognition of the acts against human sustenance. This has proved to make elevated comments from international policies to be implemented within the regime that had been linked to terrorism acts. The extension had been based on the demeaning repercussions subjected upon natives who had been seeking for the solution in overthrowing a stubborn system. The measures to counter the regime within the international community have been shuttered in the divisions witnessed in China, Russia and US policies. The majority of the provision had been contributed by the US’s measure to solve the problem in Libya with the help of its allies. China and Russia who had earlier shielded US’s attempts to counter the Syrian nuclear program had been witnessed, to participate in the solution finding process as they vetoed for resolutions in October 20113. The US, under President Obama has decided to implement policies that would witness the intervention needed in reducing the heinous crimes against humanity in Assad. Syria had been one of the leading enemies to the US policies. They are the nation identified to lead in the terrorism acts that have endangered the US sustainability. The neighbors have been destabilized and Syria has participated in actions to develop a nuclear arsenal with the relationship established with North Korea4. The other development witnessed has seen Syria participate in actions to eliminate American soldiers and their allies in Iraq. The country, under Assad has prompted the actions by the US to find the solution to end the regime and save the humanitarian crisis witnessed5. The crackdown had been boosted through the opinions of nations like Russia and Iraq who remain reluctant to wage action against the harsh regime. The protests had followed the examples set by nations like Egypt and Libya which found resolutions through rebelling against a system that offered minimal resolution to the harsh conditions. The protests escalated into a larger protest that saw a number join in the cause and saw variable organizations and groups participate in the protest, including various military leaders. One month into the protest, there had been promises to adjust the system to accommodate the protestant’s opinions. This had been followed in the assassination of 100 protestors in April 2011 with around 12 mourners assassinated sparking the protest to reveal unlawful government actions. The figures reported of the assassinations and injustice forms have been presented as overshadowed in the nation’s reluctance to reveal information with media blackout imposed to the outside world. The immediate response from the international society had been witnessed in Turkey, through the Prime Minister Tayyip with the Gulf Cooperation Council echoing their views for political reforms. Alain Juppe of France and UNHCHR soon joined the protests to include policies asking the government to establish the witnessed reformation demands without subjecting violence forms on the citizens6. The initial provision by the US to intervene in the situation required reforms within the system without Assad’s resignation, which had soon been replaced by calls of political transformation in President Obama’s statement. Obama questioned the credibility of Assad’s words to issue reforms to the Syrians and made the statement call for his resignation in delivering the justice required. He commented in a statement at the Whitehouse on August 2011 as he quoted, “The future of Syria must be determined by its people, but President Bashar al-Assad is standing in their way. His calls for dialogue and reform have rung hollow while he is imprisoning, torturing, and slaughtering his own people.  We have consistently said that President Assad must lead a democratic transition or get out of the way.  He has not led.  For the sake of the Syrian people, the time has come for President Assad to step aside7”.This had been seconded by the State’s Secretary in Hillary Clinton who cautioned Assad’s reign to be against human sustenance8. The highlight of the assault had been witnessed on the people towards the month of Ramadan that witnessed more brutal killings of innocent civilians. Obama lamented in the unjust conditions upon the Syrians who had been wrongfully punished for expressing their civil opinions. The UN Security Council failed to enforce the appropriate action upon the vetoes in Russia and China who presented conflicting opinions on the solutions to act on Assad’s actions. Susan Rice had stressed on the UN’s failure to present a sustainable solution in delivering justice to a nation that had been oppressed, by a corrupt regime that threatened the policies in which it had been established under. Russia reluctance has been realized due to the role played by Syria in its economy while China had sought for alternative measures to avert domestic violence. The lack of a convenient measure to boost the reforms needed, the local protestors realized the need to find independent solutions. The distribution of arms within the nation and various military personnel defecting to join in the mission included solutions that would increase the mortality rate. The armed groups that teamed with the military would present the platform needed to begin a civil war. The opposition has also provided the measures needed to support an anti-Assad regime. The cry for help has been heard by the Obama’s administration as they seek for alternatives to intervene in the system and find sustainable measures to accord sanity to the Syrians. Foreign Policy Recommendations The information issued has determined that President Obama has been reluctant to present a direct presentation that promises to eliminate the threat within Syria. This has been included in the administrative presentations that prohibit direct interference in foreign nations. However, the state has presented the desire to articulate measures that would promise a lasting peace within the US economy. There is the realization by the famous nation to include presentations that would promise the sustenance of security in regions across borders. The US as a power nation should be involved in measures to provide solutions that would promise sustainability within Syria and present an end to the brutal Assad rule. With the UN Security Council strict on their policy not to intervene without full authority of the entire members, President Obama’s administration has seen the need to articulate counter measures in delivering solutions to the Syrians9. a) Imposing Sanctions on the Syrian Present Government There is the need to wage sanctions that would witness positive response among the government to find changes to favor peaceful relations. However, the action may not be abetted by the witnessed support from other developed nations in Russia and China. The initially witnessed sanctions by the US have included the Executive Orders of 13573, 13582 and 13572, which paralyzed investors participating in investment in Syrian economy, sanctions on chief officials and Assad, and seizure of foreign business engagements by the US10. The witnessed sanctions may not be enough to convert the condition in the Syrian capital and more sanctions may be the solution to paralyze government activities. The established evidence suggests that the sanctions are presenting effects with the government seeking a solution to curb the diminishing economic condition. With the inclusion of tougher sanctions and involvement of willing nations to apply a similar incentive, the economic progress in Syria may be limited to enable the government approve the protestors’ requests. The sanctions should be targeted towards the energy sector and the banking system that are needed in developing government policy. These are the platforms that are included in funding Assad’s government to bolster the retaliation witnessed among the protestors. Should the sanctions be sufficiently presented and supported in other nations, the weakened government may yield to pressure and deliver talks to revive the economy11. b) Assisting Opposition Groups Washington needs to find the platform to engage in talks in aiding pro groups that would favor the end of Assad’s rule. These groups have seen the establishment within and outside Syria and the solution would lie in empowering the groups to find measures to provide a sustainable solution to end the brutality. The US and other international groups should offer assistance to the opposition groups and create the best strategy that would deliver a lasting solution. The solution should not only end with political intervention in the nations but offer other assistance that would create the channels needed to gain the healing process. An example of the other assistance presented had been highlighted in the financial aid issued to the striking workers within Deraa and other regions12. The media blackout should be lifted and assure the harsh regime of the dictator is revealed to the world to generate added support. Moreover, arms-related assistance would ensure security bolstered and present the measure to counter attacks from Assad’s troupes without direct involvement in the war. However, in achieving a lasting peace, the Obama administration should insist on refraining from acts that would lead to war. The administration should focus on the need to present non-violent conclusions to the war and promote a justice system that favors peaceful relations. The presentation may lead to a war that threatens the sustainability of the nation especially with the reluctant international nations who would rather remain independent. c) Retaliatory Air Strikes There should be the consideration of air strikes upon selected Syrian military camps. These are the venues that promote the onset of the attacks upon the Syrians trying to establish a democratic society. The strikes targeted on the regions supplying the weapons and intelligence on the whereabouts of the protestors would limit the potential of the attacking groups. The air strikes could be presented to provide an alternative and narrow strategy to be applied intermittently or responsive towards inhumane Assad’s actions. Limited air strikes would provide the more viable option because they require fewer military possessions, and reflect the messages that include intolerance by the US on criminal presentations. The other goal included in the strikes would be to boost defection of the Syrian military to join the opposition. The risks involved in the air strike are short term and may be subjected to include minimal retaliation. However, Assad has retaliated that he would react upon international interference in Syrian’s activities. He has presented terrorism counter measures to protect against an opinion he justifies as lenient. d) Imposing No-Fly Regions in Syria The measure should be applied by the US to protect the Syrian population from attacks that could threaten the sustainability within the nation. The opposition has presented the desire for an intervention that would witness aid provided based on humanitarian provision. The no-fly zones are bound to generate a witnessed international support. These zones would require support from Arab and NATO supporters. The provision promises to protect some regions in Syria combining external airpower with limited troupes on the ground. The 2007 air attacks by Israeli’s on Syria on the nuclear facility built by the nation proved the vulnerability, and the need to neutralize the systems to offer a wider air based operation to be completed. The zones would offer the benefit to increase the diplomatic aid from Middle Eastern nations lie Jordan and Turkey. The NATO and US allies may then extend the position to include the safer regions in Turkey and Jordan borders13. The presentation has already been boosted in the numbers witnessed to migrate to Turkey with the Idlib province providing the strength needed in defense. The similar provision had been applied by the UN in Iraq during the Gulf War in 1991. To offer the correct defense mechanism, these regions would need to implement the proper surveillance, machinery and enough ground forces that ensure protection accorded to the safer environs. The result of the no-fly zones had been named as the perfect solution to accord security to the members who may be willing to defer towards the opposition in the quest for justice. There has been a witnessed breach by Syria as their tanks and troops have penetrated the borders of Lebanon to present the retaliatory measure upon deserters. However, the secure regions would promote the correct sustainability required. Conclusion The US has been presented with the mentioned alternatives to attain counter measure to infiltrate Assad’s regime. The quest by the US to involve the UN Security Council to offer alternatives had failed because of the presentations by supporting nations in Russia and China to veto the sanction14. The alternative left would be to assume the individual role in enacting policies that would not breach international relations and accord assistance to the Syrians15. Through imposing an indirect interference in the Syrian policies, the calls from the opposition for international intervention in their fight to be free of the oppressing regime would be answered. The policies introduced should, however, consider the consequences presented upon their establishment within the Syrians.
