Download file to see previous pages Question In any government the President is the most important individual and has got more powers compared to the rest of the executive. The duties and the powers of the president are well written in Article 2 of the constitution. The president is able to also make changes and implement his own strategies. There is that clause that allows the president and it is stated in the article 2, section 1. It grants the president the executive powers and section 3 states that the president is responsible to make sure that the federal laws are implemented. The president should do anything in his power to make sure that the laws are executed. The people who come up with the laws are very sensitive when making up the laws. They should be keen on the laws that they put in place. They should consider the citizens and they should make sure that the powers that the president have are limited in a way and that he does not use the powers he has to oppress the citizens or rather use his powers for his personal interests. The president should be given powers that he can hold and that gives him the mandate to make decisions that are right for the nation and that serve the interests of the people. The law makers made sure that the president has got many priorities and they were meant to make sure that the president works effectively (Goodin, 2009) The framers are said to have considered the fact that democracy was not supposed to be exercised to the extreme and it should have some limits. The roles of the president are stated well but the president is not kept on much instruction so he will have the mandate to do what he feels like when it comes to the enforcement of law. The law makers assume that the president is mature enough to make the right decisions as the chief executive. The constitution also does not make it clear the type of administration that the president should use when administering (Goodin, 2009). The president is showered with many powers and as the chief executive he is allowed to ask for reports from the principle officers regarding the way they undertake their jobs in all the departments. He is the most superior person in the executive body. The other thing that strengthens the president is the power that he is given to appoint and remove people in office. This administrative powers that allow him to appoint people in the high level positions are indicated in the article 2, section 2. In this case most of the presidents in the nineteenth century have taken it as an advantage and they have used these powers for their self-interests by giving these high level positions to their friends and only those people who are loyal to him. When it comes to budgeting it has not clearly been noted what role the president should play in this. It turns to be confusing but the president will try and fix the budget in a way that suits him in the best way but not t stabilizes the budget. This administrative process that enables the president to control the budget and to decide how the money is going to be spent is too much for the ordinary citizens since the budget is meant for the people and it should be the people who give their views on this since it is them that it greatly affects. The constitution gives mandate to the president to take care of the interests of the citizens but he has to make sure that the laws are enforced. And that they are faithfully executed. The president’s powers are wide spread and when assistance is needed in the process he is the commander in chief of the forces and he is entitled to use the armed forces to impose law. The president also has clemency authority except to the people who have been impeached. The president is allowed to use pardons. The other strong power that the president has been granted to the president is that he has the veto power and enables him to pass or reject the any legislation from becoming a law according to his wishes. The constitution allows the president to make legislative proposals to the congress. The president is also entitled to emergency powers where he is supposed to use his strategies to save the nation. The best president who had ever made good steps when using his emergency to end the civil wars. Abraham Lincoln used all his powers to end the civil wars back then. In the current constitution the president is allowed to make decisions on the ambassador to send in different countries. The article 2 section 2, clause and this clause allows the president to make treaties with other countries (Goodin, 2007) The president’s powers are diverse and should be taken seriously. They need to be reviewed and neutralized and there should be limitations for the president in order to perform his duties in the right manner and without making wrong moves. Question 2 The right definition of a responsible political party is that is a group or an individual that are responsible for the decision or action and are liable for the outcomes. In today’s version political parties are completely different from the traditional political systems. It is in the presently a group of men and women trying to seek controlling the government by getting into office through an election that is under the constitution. In the present political parties the group does not take charge of any actions. There has been so much conflict when it comes to the modern political parties and it is not a good thing to the people. The political parties are known to unite people and should come up with strategies that build a country and make decisions that are right and those that are democratically right. When political parties go through wrangles and conflicts it becomes much harder to deliver the objectives of the political party. It becomes so important that political parties should have a drive and have a way of dealing with crisis in the party system (Druckman, 2010). There appears to be so much blame game in the American party systems and so many criticisms have been discovered between the two political parties: the Democratic and the republican. The Democrats have come up to accuse the republican that they are spending too much on the welfare programs and that they increase the government’s expenditure. The republicans also say that the democrats are communists. There has been so much rivalry in the two strong political parties. The best ways that can be implemented for a political party to be effective and to run its objectives in a better and smooth ways. The party needs to come up with a strong organization that gives the country a good perception on the work that the political party is undertaking. The party should work on being identified and should try and have an electoral bases identified and there has to be groups that will go out there and try to convince people and have them agree to the political parties policies. For political party to be able to work effectively it has to have a system of member organization where it becomes fundamental for the members to be recruited since they are the ones who help in the recruitment of its future leaders. The members also fund the political parties and it becomes so hard to run a party without funds so the members are important stakeholders to the party (Druckman, 2010). The members of a political party are expected to be democratic and should be able to set the pace for the political party campaigns by persuading the other people to join the party. They are the ones who determine the political leaders. The other thing that the political party should consider for it to be effective is the communication. Communication becomes important since the members have to be informed on the strategies and the plans that the party has towards the elections. In most cases the media should chip in and have to give to the public all the events of the party and pass to its members the important messages on the progress of the party. The media also plays a major role to enlighten the people on different political systems and in the process people get to decide which way to go. They create awareness to the public. The other thing that a political party should consider for its success is that it needs to create a good profile that attracts more members to the political party in one way or another. The party has to make sure that it differentiates itself from the other political parties. The profile that the political party creates should be based on the interests of the members not of the party. They should consider what is best for the people and what has not been done and needs to be done as part of the strategy to convince the members to vote for them. The party should include in its strategy the solutions that the party has for the problems of the country. The differences between republican and democratic party system are that the democrat is liberal and the republican is conservative. The democrat has high taxation but for the republicans they dwell on low taxes (Druckman, 2010).The democrats have less spending strategies but for the republicans they spend more. The symbol of the democratic is a donkey compared to the republican which uses the elephant. The Democratic Party was formed in 1824 and republican in 1854. For anew voter he or she should look unto the strategies outlined by the two parties and get to agree to vote for the party that considers the nation’s welfare in the best way. The third parties also play a major role to influence the people on the best political party. They have a party that they back up so they also have an influence.
