Analyzing the WCC Development System Model - Report Example

Task model 1 (TM1) The task occurs in the development engineering department of Wollongong City Council where the development engineers in the council must diagnose the application and the proper execution of different development projects in the council together with the participation of the communities. The purpose of the task and its importance to the proposed solution is that it enables the council to spot bottlenecks and opportunities in the manner WCC distributes financial resources for development in different parts covered by the council as well as the manner in which the application of the resources of knowledge is carried out (Balder et al, 1992). In this perspective, the goal and value of the task is to give WCC the required tools for management of resources as well as providing the desired and appropriate methods for performing a deep and detailed analysis of processes and development tasks going on in order to eliminate any elements of corruption prevalent in the council. The other goal of the task is to ensure that knowledge systems are developed in order to achieve an effective support system from the members of the public through real-time participation of the members of the public in council meetings for the selected sections of the development process that occurs in the council Towards this end, the other goal or purpose of the task is to diagnose all the probable hitches that may occur in the communication processes between WCC and the public which may hinder different development processes. The importance of this task to the proposed solution is to ensure that the technical hitches in the communication process are kept to the minimum level possible. Within the broader data/information flow the task fits specifically in the development engineering section because it involves the aspects of identifying and evaluating applications for residential developments. The task of monitoring, assessment and diagnosis of developments in the entire WCC can be regarded as task classification. In this regard, the methods to be applied in order to realize such tasks can be described using the systematic diagnosis inference structure as follows; selection of faulty developments projects which is done basing on the complaints received from the communities covered by WCC. Establishing the hypothesis role by decomposing parts of development system into smaller units. Trying to determine the norm-value or predicting the hypothesis norm value which entails trying to determine the required pace of public participation in the development processes with the state considered to be normal in the process of predicting the hypothesis. Observable selection of the actual level of public participation in order to get the finding. Lastly, predicting the norm by comparing it with the actual findings of the public participation in WCC development process. This serves as the basis for knowing that there are problems sections in the development process. The other preceding tasks include decomposing the development processes into sub-development processes in order to enhance understanding of how the communities can e involved in different sub-development processes with the objective of zeroing down on the most important development projects acceptable by the communities. The follow up tasks in the data flow diagram above include determining the hypothesis, selecting the hypothesis and subsequently making observations and arriving at the findings on whether the ere is real-time participation of communities in council meetings and effective incorporation of community-based knowledge in the determination of applications for residential development. Objects handled in the process include specific development plans developed by the engineers, development maps concerning different parts of the council as well as schedule of meetings with the members of the public on development agendas. The input objects to be used in the task include software for development adjustment especially when some projects re rejected by the communities. The knowledge objects include the understanding of the link between the participation of the communities in development planning and the success of the development projects in the council (Martin, 1993). The purpose of the knowledge object is to determine how the development projects in different locations of the WCCC are related in order to determine how the faulty projects or faulty development processes may affect the proper functions of the other projects in the entire WCC. Receiving complaints from the members of the public or communities will be done in one day while every other task will take one hour. The specific agents involved in the process include development engineers whose tasks is to identify the faulty development processes and the technical hitches that arise in the course of development. The development engineers will also be responsible for the identification and evaluation of different development projects undertaken by WCC. The other agent is the public relation officer whose duty is to enhance the relationship between the communities and the council and ensuring that Aboriginal knowledge is incorporated in residential developments. The observable and the findings will also be determined through the use of the norm and standard practices required in residential developments in order to compare the faulty residential developments with the norm residential developments to arrive at the differences which can then be used to determine whether there is indeed full incorporation of communities and Aboriginal knowledge in the process of execution of residential developments and rooting out corruption from the council. The other agent is the knowledge manager in the development department of the council whose purpose is to provide methods for managing different residential projects completed by the council. Since the community has to be incorporated then they need to e educated on how to monitor any elements of corruption that might prevail in the council. The knowledge and competencies required for the completion of the task include the knowledge on how to build intensive-knowledge information systems required to satisfy the needs of the communities around WCC. This is particularly a requirement of the knowledge manager in the council and the public relations agents. The other competency is to create descriptions which are coarse-grained in tasks which are knowledge-intensive within the overall process of the council as well as competency in the analysis of detailed knowledge techniques. The resources include a budget of $5000 and the overall staff time of 1 day. In order to determine whether the task is successful or not the metric to be used include the use of the norm standards of residential development evaluations which will serve as the basis for comparison of the types of residential developments being undertaken by WCC. Once the executed projects and the norm projects show similar or equal standards then the council will have its objective of rooting out corruption and incorporating communities in the residential development projects. TASK MODEL 2 or TM2 The development engineer is the agent with the possession of the knowledge. The task of fixing the faulty projects in the development process in any given organization is where this knowledge is used in. The knowledge can be described as experienced-based as well as highly specialised and domain specific because the process of following the data flow diagram above requires the development engineer to master the entire data flow diagram particularly with respect to comparing the norm standards and the faulty projects undertaken by WCC council in the development process (Waldner, 1992). The type of limitations that exists in this type of knowledge based management practice is lack of proper quality procedures for determining the designing the nom standards that can be used to carry out the standardization process in any development process. This knowledge takes the form of both electronic and action skills because other electronics such as computer equipment must be used in the process. The action skills required comprises of performing comparisons of norm and faulty projects in order to determine which section of the development processes are faulty and which conforms to the standardized development norms in the organization (Wielinga, Schreib & Breuker, 1992). AM1 Name/ Title agent: Development engineer Organization: The agent is positioned in the development engineering department of the residential development department in WCC. The public relation agent is also positioned as the middle agent between WCC and the communities to enhance communication during residential development processes. Involved in: The first task of the agent is to develop norm standards used in the development processes in WCC. The second task of the agent is to use the norm standards to detect the faults that occur in the development process. This comprises of monitoring different projects being undertaken in difference location in the entire WCC. After the identification of the faulty software in the development process, the other task is to recommend the projects to be completed or stopped in case there are disputes or complains from the communities. Communicates with: The other relevant agents include public relation officers located in different locations in the WCC and knowledge managers in the entire process. Knowledge items: Information systems based knowledge, data comparison analysis in the area of development. Other competencies: The agent should also posses system development knowledge which can be used in different development process. Responsibilities $ Constraints: The responsibilities include monitoring, designing and developing standard practices/norms for use in different development processes in WCC. The professional norm limitations include strict adherence to the laid standards and lack of adequate knowledge of developing the norms/practices standards required in the process.
