ANALYSIS: GOVERNMENTS INVOLVED IN EVENTS AND FESTIVALS Presented By YOUR FULL to Departments of (Fill it in) Government is a system or a body that has been designed in order to rule over a certain group of people, community, town, city, state or country. It is basically the management and administration of a particular group of people who themselves have elected this authoritative personnel to rule them. Governments are of several types; there is a separate government for the people in the town (town municipal authorities), a separate government for the people in the city (city government) and a separate government for the entire country (federal government). Governments at different levels are responsible for different functional activities, duties and services that they owe to the people concerned. A few responsibilities however are common among all these levels of the government with the exception of others which are concerned with only a particular level of government. The basic function of every government is to provide protection and safety to the people. It is also the duty of the government to maintain order and peace in the country (Raj & Morpeth, 2007). It comes under the utmost responsibility of the government to make sure that no such events are taking place in the country that can result in disruption of the smooth running of the government and thereby affect stability of the country. It is also the responsibility of the concerned authorities to keep the economic conditions of the country up to a certain necessary mark and strive to make the country progress and increase economic stability. Providing the people and the citizens of the country with the basic necessities and provisions of life in order to help the people to live a satisfied and contended life is the obligation of the administration. Also governments have the primary responsibility to provide leisure activities for the people of their country so that they remain healthy and fit (Hall & Sharples, 2008). It is basically the duty of the local government to provide these leisure and entertainment facilities to the people. Entertainment facilities that government usually focus on include amusement parks, parks, walking tracks, gardens, theater, sports grounds, malls, museums, art galleries, exhibitions and different sites for tourist attractions. In order to make these entertainment facilities easily accessible it is necessary that the transport facilities like train, buses, etc. are easily available and these facilities are available at an affordable price so that they can be accessed by all the citizens of the country. Besides that roads and bridges must be made so that people using private transport can easily travel from place to place without facing any difficulty. The government must ensure that the citizens of the country are being provided with the best of the facilities and all entertainment facilities. Entertainment facilities also include festivals, several social and business events, cultural events, sports events, technological and socio- cultural events (International Festivals And Events Association, 1997a). Many different methodologies have been adopted by various governments around the world in order to increase their income and stabilize the country economically. It is of immense importance that the country be economically stable and sound so that the country can prosper well. It is the duty of authorities working under the government to make sure that considerable improvement are made to improve and develop in the country’s infrastructure, education and other basic facilities so that the country can gain stability and can be classified as a well -developed country. For a country to gain political and social stability it is necessary that the country be economically stable and firm. For this purpose the countries are always in search of new and modern techniques and methods which can be implemented and adopted to make money and increase economic stability and hence stabilize the country. Setting up industries to produce new and different products is quite expensive and it requires a lot of capital investment for the entire setup of these industries and factories. Also, it requires a lot of investment to make sure these industries and factories continue their production activities (Elsevier Science, 2009). The country then uses these products to export it to other countries and then gain money. But this method of making more and more money requires the spending of large amount of money as well. Recently, many countries have started to adopt a completely new and different strategy to make money and gain economic stability. This new method involves developing sites and places in order to attract people from various countries towards them. This is being done as a major source of income in many countries (International Festivals And Events Association, 1998). Tourism industry is gaining popularity among various countries primarily because the amount of income gained through this industry is quite a large amount and then this amount can be used in other industries as well. Tourism essentially requires that the people and mainly the government of the country make the country so beautiful that it attracts other people towards the country. To make a country attractive and unique so that people of other countries are attracted requires that the government of such countries work hard and endeavor to develop and enhance the various beautiful sites of their country. This can be done by transforming the places into comfortable beautiful places so that the people would have no fear of coming to a new country. People usually have the fear of adjusting in foreign countries but it is the responsibility of the concerned governments to make sure such facilities easily accessible and the surroundings so comfortable and cozy that the people are eager to come and visit these places. Promoting tourism in any country helps to increase the income of that country mainly by bringing foreign currency in the country. A major benefit that is provided by the tourism industry is that apparently it seems as a single industry but if a larger and broader vision is considered then it promotes and develops many small industries simultaneously. Such small industries include arts and craft industry, hotels, resorts, agriculture, etc. These industries are basically being run by the lower or the lower middle class people of the country and when these people will have an increased business they will get more and more money. Hence the overall effect will be that the lower and the lower middle class people of the country will move towards better and improved facilities and eventually the country will be moving towards betterment and improvement. An overall increase in the economy of the people would be visible and this would ultimately be in the benefit of the economic conditions of the country. Betterment in the economic conditions of the people will have a direct impact on the economic conditions of the country. The more money the people have, more will be the economic stability of the people and ultimately it would benefit that country’s economy in a grand manner (Gold & Gold, 2005). Tourism is becoming an increasingly popular business activity in many countries. Tourism industry requires a few prior investments and then a large amount of money can be generated through these setups. The benefit of this is that a small investment yields a large amount of money. This money can be used for investments in other businesses and industries. There are many other methods through which the governments can make investments to attract people towards the country. These other activities include arranging festivals, different events, and other social activities. Various festivals at different times of the year can be arranged and organized by the government so that the people can get attracted. When the people will come to visit these festivals a lot of money and foreign money can be generated (Abbey, 2010). These festivals are not arranged directly by the government, but the government assigns different organizations with the responsibility to organize and arrange these festivals. It is basically the responsibility and the duty of the local government of any particular area to assign the jobs and take the responsibility of arranging and organizing these events and festivals. A more important thing to be considered is that these festivals and events which are being organized by the government must be organized and arranged on regular basis that is at least yearly. This must be done so that the charm of the event persists and more and more people are ready to make their way to these amazing festivals and various events (Davidson, 1993). It is of utmost importance that in these festivals everything that is being presented and arranged must be completely new and out of the box, they must be unique and different from the regular festivals so that the people are attracted towards it. The major thing that attracts the people is the uniqueness and the diversity of any event (Dhaliwal, 2006). The most important thing that must be kept in mind by the people who are organizing these events and festivals is that the people from different countries will only get attracted if there is something new. Something new can be easily obtained by simply basing these festivals and events with the color of the country’s culture and traditions. The traditions and culture of a country are something completely new and unique for the foreign people and proper and efficient use of these to the festivals will definitely attract more people (Donnellen, 1999). Government of different countries, at different levels tries promoting social events and festivals. The extent of promotion depends upon the potential and the capabilities of the government. The most major factor that determines the capabilities of governments with regards to arrangement of events and festivals is the availability of finance (International Festivals And Events Association, 1997b). A government tries to make use of those resources, assets and means that are easily available in their country and which they can easily invest on. Considering the example of Dubai, it can obviously not spend on farming or other such activities because it is not possible in Dubai to grow crops, vegetation and make beautiful gardens and. But Dubai has got lots of money from the oil reserves it has and therefore it can spend money to build large shopping malls, amusement parks, art galleries, museums, and to arrange and organize different types of events for instance sporting events, horse racings, children festivals, living style festivals, and many other such entertaining festivals and events (Ali-Knight, 2009). On the contrary, places like Switzerland and other such places where greenery and beauty is naturally present, these countries will definitely organize and arrange such events which would be easy for them and within their budget, and will make the efficient and full use of the already available resources and energy. The countries will try to make use of the naturally available resources as much as possible and try to spend least amount of money so that the benefit they get can be maximized and utilized for other purposes. These countries usually carry out events like flower exhibitions which benefit their economy and promote the country’s scenic beauty. This increases the beauty of the land considerably and attracts more and more tourists towards the country. One more important and beneficial thing that these countries usually do is that they build cozy, comfortable wooden resorts and rest houses and in this way attract the people to stay in these places and enjoy the freshness and beauty of nature to the fullest. These countries can easily cash this natural beauty because not many countries have been blessed with natural beauty and so a major portion of the people of the world can easily be attracted to these places by simply assuring them to provide the basic facilities (Manuel, Mcelroy, & Smith, 1996). This act of promoting and developing the culture of arranging and organizing festivals and events is certainly in great favor of the government and the country. The main reason for it being beneficial for the country and the government is that it brings in a lot of money to the country and thereby boosts its economy. The inflow of money benefits all concerned stakeholders alongside helping in stabilizing the economy and its socio political conditions. The main reason of unrest and instability in a country’s politics and among its people is the lack of money. Lack of money gives birth to a lot many problems like increase in crimes; law and order situation of the country worsens. But if only the country, government and the people have money, these critical and unpleasant situations can easily be avoided. Money is not easy to gain and requires a lot of hard work and prior investments (Mitchell & Ashley, 2010). Arranging these festivals and events requires not much of an investment and the profit that is gained, is quite a lot and can prove useful for a lot many other activities, businesses, and industries. Other beneficial point is that it helps to improve the status and image of the country in the international world. A country which has a lot many foreign visitors is a strong proof for the country that the country is economically stable and is a peaceful country. By building such an image allows businessman from other countries to get encouraged and motivated to move and setup their businesses in these counties. Industrialists are attracted to setup their industries in these countries because of the political, economic and social stability in the country. Foreign relations with other countries also improve because when more and more foreign people visit a country it leaves a very nice impression of the country and internationally it is seen as a friendly and peaceful country (Hall, 2007). But certainly everything has some negative impacts. So in a similar manner, promoting events and festivals have some negative effects also. The people will observe that their government and concerned authorities are more interested in pleasing and attracting people from other countries, rather than satisfying and pleasing the people of their own country. Eventually this may result in unrest in the country and the people can get agitated. Another negative effect is that the country will start spending more and more money to beautify the place rather than providing the people of the country with basic facilities and necessities. Also the country will start to spend more on security because foreign people would only come in a country where there is surety that the people and their property would remain safe and would not be ill -treated or harmed. This would definitely make use of the resources and money and this is unnecessary utilization of money. Useless expenditure by the country can anger the people of the country because they want the money of the country to be spent for their benefits and their necessities.
