As a way of relieving overcrowding and addressing poverty concerns within these five communities, four projects have been put into consideration in the building of the culturally appropriate homes within these distant locations by use of local resources and trades where probable. An over-all synopsis of the project of creating homesteads for the Homeland communities has been provided, followed by more exact information in regard to all the four projects. The “living ground” will be used as our term referring to the locally found building materials that lower the expenses on the hardware commonly supplied by goods and services from the Eastern states. In addition to this, the living ground customarily is significant to the local natives in the sense that it has been sustaining these individuals for more than a thousand years. Customarily, the Yolgnu have got names and stories that surround the natural sphere and this forms part and parcel of their culture. These buildings have to be engineered and architecturally designed, and are to have solar passive thermal mass performance tested structures. This planning has to be in accordance with the cultural beliefs of the community. The landscaping and fenced regions are to fit the waste water use processes so as to decrease the outbreak of any form of preventable disease. The Homelands, being serviced in these projects, are of considerable distance from one another, just like the resource base found within the living ground are. These projects are supposed to manage the logistic of the distances and various clan groups in the North East Arnhem locality. The consultation with the native individuals with JTF Engineers and architects on the locality will also form part of the project progression, as will be a way of seeking a community approval for the access to their sacred sites. PROJECT 4: SCHOOL My project team has been requested to prepare a Project Definition Report for the building of a school that will be servicing pupils from Kindergarten to Year 12 in Arnhem ground. Background It has been found out that nobody has ever been to a fixed school program. It is evident that the education department usually flies teachers into the homeland during the morning hours from Gove, they then stay till lunch time and then fly to a different homeland for the remaining part of the day. During the night time, the teachers are flown back to Gove and might eventually not revisit the original homeland till a few months have passed. The teachers don’t stay within the homeland due to the fact that there lacks accommodation for the teachers in all the homeland. Also, there lacks housing for those residing in the homeland. Therefore, the responsibility is providing a residence and classroom for 30 children from the age of primary school to year 10 within Arnhem L. Generally, we have found out that there are no high schools within the homelands. Residents either just do not attend to schools or only study up to year 8. The construction of the study room and a class room within the remote air school is potential since the teacher will be capable of living on country. Requirements The School project is intended to be servicing both parents who are involved within Bilingual education. The accommodation needed is a class room for the primary kids, a room for years 8-10, and a study room for years 11-12. Schedule and milestones The whole project is scheduled to take place between 9th March 2015 and 2nd May 2015, that is, forty days. The internal phase will take place within a cumulative period of 18 days. The process of electrical installation will take place within 2 days whereas that of plumbing will be taking place within 6 days. The foundation phase will take place within 10 days. The excavation of the ground will take place within 7 days of the whole project. The steel erection will take 2 days of the whole project. The external phase will take place within 12 days. The masonry work will take place within 6 days while building finishing will be within 6 days too. Budget and cost-benefit analysis The whole project will cost $40,000. The internal phase will require $18,000. The foundation phase will require $9,600 whereas the external phase will require a total of $12,400. The whole electrification and plumbing processes will require $4,800 and $13,200 respectively. The excavation and steel elevation processes will require $7,200 and $2,400 respectively. The masonry and the building finishing will need $6,400 and $6,000 respectively. (Bernstein 2011) Quality management Training All the project management officers and the site supervisors have an induction training in regard to quality management so as to have competence in their responsibilities and roles so and thus meet the requirements of the quality assurance in the project. The particular training requirements are, usually, identified at the start of the project or in the course of the project review meetings. 1. Construction manager The Jack Thompson Foundation’s Construction Manager will have the responsibility for the field supervision of the school construction contract requirements within the course of the construction and will have the mandate of stopping work and requiring any necessary amendments in a timely basis. The Construction Manager will be performing field observation duties as well as directing the field technical employees. The construction manager will also be providing liaison and will directly be communicating with the subcontractor and the Jack Thompson Foundation’s design team. The Jack Thompson Foundation’s Construction Manager will also have the responsibility of advising the Site Manager in regard to the construction-related matter that might have effect on the smooth implementation of the project or the quality of the work. The Construction Manager will have to constantly perform a constructability assessment of the design. The manager will also attend the pre-bid meetings and assist the designing employees to prepare the addendums that could be as a result of the meetings. The manager will conduct subcontractor pre-qualifications, open and evaluate construction contract bids, prepare the recommendations of the awards. The construction manager will also have to establish a site field office that will have communication and filing apparatus and various essential office gadgets. The manager will also be going over the subcontractor programs. The manager will also be mandated with the preparation ad conduction of orientation sessions for project workers, reception, review, processing and whenever suitable, approval of subcontractors’ submittals. The manager will also ensure that the needed submittals are of acceptable accuracy and completion as expected of the contract prior to the forwarding to the selected reviewers. The construction manager will also be required to identify and manage change issues, provide weekly documentations, notify the site manager and project teams in regard to the scope of the tasks, design specifications and drawings, provide weekly project documentations. The construction manager will also be monitoring the cost, tracking, and be providing weekly subcontractor up-to-date schedules of the figures of the accruing project expenses. 2. Subcontractors Jack Thompson Foundation has a general accountability in the conformation to the quality requirements of the School construction project. On the other hand, it will be the accountability of all the subcontractors to be planning, managing, completing all quality requirements, and accomplishing their tasks as per the requirements of the subcontract. 3. Technical team For a variety of duties of the construction project, the technical team will have the responsibility of establishing critical examinations for the design-related tasks, establishing submittal requirements, reviewing and approving technical submittals, reviewing and approving technical changes to the project documents, reviewing and approving requests for the Information or Design Change Notifications, conducting site visits as a way of reviewing the means and approaches of effecting remedial technology. The technical team will also be reviewing confirmatory laboratory test results as well as the compliance with the contract requirements, reviewing and approving technical reports. 4. Health and safety manager The Jack Thompson Foundation’s Health and Safety Manager will have the responsibility of reviewing and editing of the Health and Safety Plan that will be entailed in the contract documents. The Site Manager will be coordinating the involvement throughout the designing to make sure that compliance is attainable. The Health and Safety Manager will be conducting health and safety audits throughout the construction project so as to make sure that the Jack Thompson Foundation is reinforced by the project team 5. The project accountant The Jack Thompson Foundation’s project Accountant will be assisting in matters related to finances, invoices, and percent completes, approximations at complete, and specific project monetary report formats. The Jack Thompson Foundation’s Site Manager will closely work with the project accountant in setting up the preliminary budgets. The Jack Thompson Foundation’s Site Manager will also keep the Project accountant up-to-date in regard to contract change orders/purchase order alterations and dispersal of funds throughout the project numbers. The Jack Thompson Foundation’s project accountant will be looking over all travel expenditures to make sure that they are in conformity with the construction project budget. 6. Project Controls Specialist The Jack Thompson Foundation’s Project Controls Specialist will be performing project control duties throughout the progression of the work. The Project control activities entail the development and maintenance of schedules and financial data for the reports, help with the preparation of work breakdown structures, improvement of the WBS budget data (together with the resource loading) for the WBS components as expected, and help with the preparation of the status reports. The project control specialist will also keep track of the subcontractor planning of values, and other relevant project reports and control records. 7. Document Manager The document manager will track the document status using software programs, for example, Microsoft Excel, Access and Primavera Expedition. The document manager will also implement the document control processes, implement the documents management processes, and archive the official papers and records Final inspection As a way of demonstrating conformity of the work to the specific requirements, there will be a final or acceptance inspection and testing. A final inspection will be carried out so as to ascertain that the expected requirements were evident in the construction. Should there be any non-conformity, the relevant non-conformity procedures will be used in managing the situation. The project manager will ensure that final inspection and inspections have been carried out. The property owners will be given room to ascertain that the work has been completed and is meeting the contract provisions and drawings. The property owner, construction manager and the earthwork subcontractor will finally hold the post-construction inspection. Any item that will be noted during this inspection, will be rectified within the time slate of the construction project. However, the quality manager will make sure that the listed items are fixed prior to the notification of the shareholders in regard to the final inspection dates. Resource estimates The School project will have an expenditure of $40,000. Internal phase has a cumulative of 45% being allocated to electricity and plumbing. Electricity will require a total of 12% while plumbing will need 33% of the total work. The foundation phase has a cumulative of 24% being allocated to excavation and steel erection. Excavation will require a total of 18% while steel erection will need 6% of the total work. The external phase has a cumulative of 31% being allocated to masonry and building finishes. Masonry will require a total of 16% while building finishes will need 15% of the total work. Work plan for next phase 1. The architectural designing Notifications will be sent to the community associations, and the neighboring community as a way of inviting the participants to work with the Jack Thompson Foundation’s architect to complete the School project design. Then the schematic plan development phase will be arrived at. At this phase, the architect will work with the Facility Advisory members in transforming the rather ambiguous concepts in the feasibility study into an actual theoretical space arrangements of the finished buildings. We shall incorporate the curriculum coordinators of the region so as to speed up the resolution of issues in regard to the project progress might arise later in the construction of the school (Montgomeryschools 2011). 2. Construction progress meetings The progress meetings will be held bi-weekly and the members present will be reviewing the progress, addressing the quality of workmanship matters, working out coordination, and, sometimes, resolving any conflict of items that could have been missed by the architectural drawings. The attendees of the meetings will comprise of the Jack Thompson Foundation’s representatives of the architects and engineers who came up with the design of the facility, construction manager, representatives from the educational office, the teacher and the subcontractors (Montgomeryschools 2011). Part two Presentation of my Project Definition Report The classroom project will be realized by the Jack Thompson Foundation’s staff. The employees of the company have a recommendable team work profile that will make them deliver quality work in the project. The company has various employees who will be assigned different tasks during the course of the project. The assignment of the responsibilities in the project are based on their different abilities and experience. The abilities of the Jack Thompson Foundation’s staff that will be responsible for the project is as follows. 1. The construction manager The Jack Thompson Foundation’s construction manager is MR. Shaw What are his academic qualifications? Has a degree in construction management from Oxford University He has completed courses in project management field, economics, Information and Technology. His experience? He has an accumulation of at least 15 years of experience as a senior contractor in Rooftop Construction Company and Jack Thompson Foundation. What are some of the responsibilities bestowed upon the docket of construction manager? Holding discussions on the plans with the company architect, surveyor and client before the commencement of the building work He will come up with plans for the work schedules for the contract, by use of project management software. He will also be responsible of hiring employees, installation of temporary workplaces and taking delivery of supplies within the site. He will work closely with the site workers once construction is in progress He will constantly monitor the progress, expenses and check quality He will also ensure that the work is meeting the legal requirements and construction regulations He will give reports on regular basis to the ministry of education. 2. Technical team Technical team have diplomas and degrees in construction and management, surveying and civil engineering. What are the abilities of the technical team?
