Fire agencies are typically part of multiple agencies undertaking response to disasters that includes a situation of mass casualties. They are a force and an active composite of any multi-agency effort to address a calamity, whether the calamity is natural or man-made. It is important, therefore, for fire officers to be at the forefront of community leadership in handling mass casualties at school. Fire and officers and emergency managers must take the leading initiatives in developing guidelines for handling mass casualties.

In handling mass casualties, a great deal of attention must be given to schools. Firemen leaders and officers must be part of the leading contingent to see to it that guidelines are developed to handle mass casualties in schools. More important, fire officers must take a leading role in promoting a pro-active stance in any community vis-à-vis mass casualty because mass casualty through fires is a very highly likely source of mass casualty in any state or community of the United States.

Terrorism continues to be a significant possible source of mass casualty. It is also highly likely that one route through which the enemies of the United States would inflict mass casualty on United States citizens is through fires. Further, it is possible that a mass casualty event could involve fires as bombs or incendiary devices are exploded by terrorists. In this work, I shall cover how a mass casualty special operating guidelines can be developed. Developing a set of guidelines will have to involve research as documents or people are consulted.

With regard to developing a set of guidelines for mass casualty incidents, I believe that we can use available documents for building the guidelines. The guidelines developed based on a review of documents can be considered provisional. There is a need for the guidelines to be adopted as the official guidelines of the community.
