This is not only through the interest that the learners have in the programs but also in terms of financial support when the institutions need to come up with the required infrastructure (CSUSTAN, 2013).
The major flaw is lack of required facilities. Being a fresh initiative, new infrastructure and facilities need to be put in place. Universities at times lack some of the needed equipment for the success of new programs (Senior Editorial Board, 2014; CEP, 2015). Fiscal uncertainty is another problem. Others include inability to hire and retain new staff, bureaucracy in the university operational structures, limited resources for research and development, lack of support and pervasive presence of the outside community.
