The study of this study is on two points:

 To study the African/Nigerian aviation industry
 To study the cost related issues to the highly sensitive matter of air safety

There is a high concern about air safety throughout the African continent in general and Nigeria in particular. Incidence in recent years has increased the concerns of the people in this area. Ensure air safety, requires heavy costs to be incurred, which ultimately leads to the induction of investments and other measures to be adopted effectively and efficiently.

All in all, our study leads us to conclude in a number of ways for finding the right solution for the issues highlighted with the support of research conducted by selecting a sample of persons from the population and our extensive study from other sources. The recommendations are provided at the end of the paper and a methodology is suggested for the successful implementation of the recommendations, which, in my opinion, could help in achieving the objectives of this study.

CHAPTER-1 INTRODUCTION
1.1 General Background
The top priority in the air industry is a safe and secure environment, with an efficient, effective, reliable, trustworthy, and dependable system of transport. The necessary infrastructure to support the system forms a part of the system. The reason for promoting, enhancing, and developing all activities related to air safety are required to achieve the formation of trust in the transport system. A key element for building up such a safe and secure system in aviation is also meant to develop the amalgamation of all economic activities throughout Africa. If we study the infrastructure of Africa in the broader spectrum, a conclusion can be made that still, the links of transport in Africa are with the previous colonial system.

To discuss the beginning of transportation in Africa, it is observed that the beginning of the infrastructure in Africa was the induction of the railroad system. The railroad infrastructure was initially built to support transporting raw materials and minerals. The road network was present at all times, but it was in such a miserable form that it required heavy finances and time to repair. Given the economic conditions of the continent, it was a more difficult task. Although there is enough probability for achieving the heights in aviation the infrastructure should be supportive enough to reach the desired goals for attaining safety and security, keeping all the limitations of economic and cost-related issues in mind.

There is a set of rules and regulations which are to be followed meticulously in aviation. The boundaries set by the international rules and regulations impose certain limitations on the operation of the aviation industry. The gravity of high costs increases by following the regulations, sometimes but to follow the rules is inevitable. These rules and regulations are in fact intended to secure the safety concerns of passengers, worldwide.

International rules and regulations to be implemented are designed by The International Civil Aviation Organization (ICAO) which operates basically in Montreal, Canada. It is ICAO, which ensures that practices of aviation globally are standardized and uniform in nature. The background of the formations of regulations and rules for air transport in the International scenario is that the Chicago Convention in 1944 was the venue where it all started. This convention was attended by participants from fifty-two countries. The basic areas controlled by these regulations relate to the ownership and control of air transporters: the competition in a fair environment; the interests of customers are respected; and last but not least is the transparency in all matters, especially the areas related to economic and legal.

One of the important aspects is that there are now many regional agreements, multilaterally, some implemented and some are still in progress with the aim for prompt progress to ensure the liberalization and ultimately complete and thorough access to the market. This issue was highlighted in Africa in the mid-eighties under a declaration named Yamoussoukro.
